IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
January 18, 2022 – 1:30 P.M.
In attendance was Commissioner Eric Anderson, Commissioner Kristine Raper, and Commissioner John
Chatburn. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
January 12, 2022. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Donn English’s January 12, 2022, Decision Memorandum re: In the Matter of Idaho
Power Company’s Application for Modification of the Power Cost Adjustment; Case No. IPC-E-21-
38.
3. Action Item: Taylor Brooks’ January 14, 2022, Decision Memorandum re: In the Matter of Idaho
Power Company’s Application for Approval of a Special Contract and Tariff Schedule 33 to Provide
Electric Service to Brisbie, LLC’s Data Center Facility; Case No. IPC-E-21-42.
Commissioner Anderson made a motion to approve Staff’s recommendation for Items 2 and 3 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
4. Action Item: Dayn Hardie’s January 14, 2022, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application to Proceed with Resource Procurements to Meet Identified
Capacity Deficiencies in 2023, 2024, and 2025; Case No. IPC-E-21-41.
Mr. Hardie reviewed the Decision Memorandum and asked does the Commission wish to dismiss the case
or does the Commission wish to issue a Notice of Application and Notice of Intervention deadline
establishing a 14-day intervention period.
Commissioner Raper made a motion to issue a Notice of Application, a Notice of Intervention deadline
establishing a 14-day intervention period, and to deny the motions to dismiss the case made by the
intervening parties. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
5. Deliberation Memorandum re: Commission Inquiry into the Review of Applications to
Determine Whether Broadband Equipment Meets the Eligibility Requirements for Investment Tax
Credits; Case No. GNR-T-21-10 [Riley Newton, Attorney].
6. Deliberation Memorandum re: In the Matter of the Application of Avista Utilities for an Order
Approving a Change in Natural Gas Rates and Charges; Case No. AVU-G-21-07 [Taylor Brooks,
Attorney].
7. Deliberation Memorandum re: Idaho Power Company’s Application to Update the Gas
Forecast in the Incremental Cost Integrated Resource Plan Avoided Cost Model; PAC-E-21-05
[John R. Hammond, Jr., Attorney].
Commissioner Anderson stated that Items 5, 6 and 7 under Fully Submitted Matters would be deliberated
privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
