IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
January 12, 2022 – 1:30 P.M.
In attendance was Commissioner Eric Anderson, Commissioner Kristine Raper, and Commissioner John
Chatburn. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
January 4, 2022. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Taylor Brooks’ January 5, 2022, Decision Memorandum re: In the Matter of the
Formal Complaint Against CenturyLink by Richard Keavy; Case No. QWE-T-21-14.
3. Action Item: Dayn Hardie’s January 7, 2022, Decision Memorandum re: In the Matter of Idaho
Power Company’s Integrated Resource Plan; Case No. IPC-E-21-43.
4. Action Item: Dayn Hardie’s January 7, 2022, Decision Memorandum re: In the matter of Idaho
Power Company’s Application to Expand Optional Customer Clean Energy Offerings Through the
Clean Energy Your Way Program; Case No. IPC-E-21-40.
5. Action Item: Donn English’s January 10, 2022, Decision Memorandum re: In the Matter of
Avista Utilities’ Application for Proposed Changes to Schedule 95 “My Clean Energy Program”;
Case No. AVU-E-21-15.
Commissioner Anderson made a motion to approve Staff’s recommendation for Items 2, 3, 4 and 5 under
the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
6. Deliberation Memorandum re: Complainant’s Petition for Reconsideration in the Matter of the
Formal Complaint of Randy Valley vs. Idaho Power Company; Case No. IPC-E-21-34 [Riley
Newton, Attorney].
7. Deliberation Memorandum re: Idaho Power Company’s Petition for Reconsideration in the
Matter of Idaho Power Company’s Application for Approval or Rejection of the Second
Amendment to Its Energy Sales Agreement with MC6 Hydro, LLC; Case No. IPC-E-21-30 [Riley
Newton, Attorney].
8. Deliberation Memorandum re: In the Matter of Idaho Power Company’s Annual Compliance
Filing to Update the Load and Gas Forecasts in the Incremental Cost Integrated Resource Plan
Avoided Cost Model; Case No. IPC-E-21-35 [Riley Newton, Attorney].
Commissioner Anderson stated that Items 6, 7 and 8 under Fully Submitted Matters would be deliberated
privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
