In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on December 14, 2021. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Taylor Brooks’ December 20, 2021, Decision Memorandum re: In the Matter of Intermountain Gas Company’s Application to Revise Its Electronic Receiver Transmitter Drive Rate Programming and Verification Process; Case No. INT-G-21-08. 3. Action Item: Taylor Brooks’ December 20, 2021, Decision Memorandum re: In the Matter of Columbine Telephone Company Inc.’s Application to Guaranty a Loan in an Amount Not to Exceed $6,000,000; Case No. COL-T-21-02. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 4. Action Item: Daniel Klein’s December 16, 2021, Decision Memorandum re: In the Matter of a Formal Complaint by Richard Keavy. Mr. Klein reviewed the Decision Memorandum and asked does the Commission wish to accept Richard Keavy’s formal complaint. Commissioner Raper made a motion to accept Richard Keavy’s formal complaint. A vote was taken on the motion and it carried unanimously. 5. Action Item: Election of Commission President. Commissioner Kjellander made a motion to elect Commissioner Eric Anderson as President of the Idaho Public Utilities Commission. Commissioner Raper seconded the motion. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 6. Deliberation Memorandum re: In the Matter of Avista’s Annual Compliance Filing to Update the Load and Gas Forecasts in the Incremental Cost Integrated Resource Plan Avoided Cost Model to be Used for Avoided Cost Calculations; Case No. AVU-E-21-14 [Dayn Hardie, Attorney]. Commissioner Kjellander stated that Item 6 under Fully Submitted Matters would be deliberated privately.
