IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
December 14, 2021 – 1:30 P.M.
In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric
Anderson. Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
December 7, 2021. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Taylor Brooks’ December 14, 2021, Decision Memorandum re: In the Matter of
Avista Utilities’ Application for an Order Approving a Change in Natural Gas Rates and Charges;
Case No. AVU-G-21-07.
3. Action Item: Taylor Brooks’ December 14, 2021, Decision Memorandum re: In the Matter of
Rocky Mountain Power’s Annual Transmission Report and Authority to Terminate Future Reports;
Case No. PAC-E-21-21.
4. Action Item: Joseph Terry’s / Terri Carlock’s December 9, 2021, Decision Memorandum re: In
the Matter of the Application of Intermountain Gas Company for Authorization to Issue and Sell
Securities; Case No. INT-G-21-07.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3 and 4 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:

Determination of 2020 Demand-Side Management Expenses as Prudently Incurred; Case No. IPC-

Commissioner Kjellander stated that Items 5, 6, 7, 8, 9, 10 and 11 under Fully Submitted Matters would be
deliberated privately.
Commissioner Kjellander stated there was no further business before the Commission and the meeting
was adjourned.
