IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
September 21, 2021 – 1:30 P.M.
In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric
Anderson. Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
September 7, 2021. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Riley Newton’s September 13, 2021, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement with
Riverside Investments I, LLC for Arena Drop Hydro; Case No. IPC-E-21-27.
3. Action Item: Riley Newton’s September 15, 2021, Decision Memorandum re: In the Matter of
Capitol Water Corporation’s Application to Change Its Schedule No. 3 Purchased Power Cost
Adjustment Rate; Case No. CAP-W-21-01.
4. Action Item: Dayn Hardie’s September 15, 2021, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for Approval or Rejection of the Fourth Amendment to Its
Energy Sales Agreement with Riverside Investments I, LLC for the Fargo Drop Hydro Project; Case
No. IPC-E-21-28.
5. Action Item: Erick Shaner’s September 17, 2021, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application to Initiate a Multi-Phase Collaborative Process for the Study
of Net Excess Energy Associated with Customer On-Site Generation; Case No. IPC-E-21-21.
6. Action Item: Daniel Klein’s September 17, 2021, Decision Memorandum re: The 2020 Broadband
Equipment Tax Credit Application for Inland Cellular, LLC; Case No. INC-T-21-01.
7. Action Item: Daniel Klein’s September 17, 2021, Decision Memorandum re: Application of
MCImetro Access Transmission Services Corp. Requesting a Name Change to MCImetro Access
Transmission Services LLC. for Certificate No. 337; Case No. MCM-T-21-01.
8. Action Item: John R. Hammond Jr.’s September 17, 2021, Decision Memorandum re: Idaho
Power’s Petition for Approval of a Customer Surcharge and Modified Line Route Configuration for
Construction of a New 138 KV Transmission Line in the Wood River Valley; Case No. IPC-E-21-25.
9. Action Item: John R. Hammond Jr.’s September 17, 2021, Decision Memorandum re: In the
Matter of Idaho Power Company’s Application for Approval or Rejection of the Third Amendment
to the Energy Sales Agreement with Riverside Investments I, LLC; Case No. IPC-E-21-29.
Commissioner Kjellander made a motion to move Action Item No. 5 under the Consent Agenda to Matters
in Progress. A vote was taken on the motion and it carried unanimously.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3, 4, 6, 7, 8 and
9 under the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
5. Action Item: Erick Shaner’s September 17, 2021, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application to Initiate a Multi-Phase Collaborative Process for the Study
of Net Excess Energy Associated with Customer On-Site Generation; Case No. IPC-E-21-21.
Mr. Shaner reviewed the Decision Memorandum and asked does the Commission wish to issue a Notice
setting an initial comment deadline of October 13, 2021, for parties and the public.
Commissioner Raper made a motion to issue a Notice setting an initial comment deadline of October 13,
2021, for parties and the public. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:

for Electric Service from October 1, 2021, through September 30, 2022; Case No. AVU-E-21-08

Commissioner Kjellander stated that Items 10, 11, 12, 13, 14, 15 and 16 under Fully Submitted Matters
would be deliberated privately.
Commissioner Kjellander stated there was no further business before the Commission and the meeting
was adjourned.
