HomeMy WebLinkAbout20210525MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING May 25, 2021 – 1:30 P.M. In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper, and Commissioner Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on May 18, 2021. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Daniel Klein’s May 20, 2021 Decision Memorandum re: The 2020 Broadband Equipment Tax Credit Application for LXI-CLEC, LLC; Case No. LXI-T-21-01. 3. Action Item: Matt Hunter’s May 21, 2021 Decision Memorandum re: In the Matter of SUEZ Water Idaho’s Application for Amendment of Its Certificate of Public Convenience and Necessity; Case No. SUZ-W-21-02. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTER IS PROGRESS: 4. Action Item: Karl Klein’s May 20, 2021 Decision Memorandum re: In Re Covid-19 Response; Case No. GNR-U-20-01. Mr. Klein reviewed the Decision Memorandum and asked does the Commission wish to supersede Order No. 34781 with an order that accounts for the new guidance from IDHW and CDH, and if so, does the Commission wish to issue a new order to continue to encourage remote attendance, electronic filing and service, and to conduct public proceedings under applicable public health guidelines. Commissioner Raper made a motion to issue an order allowing for remote attendance, electronic filing and service, and to continue to conduct public proceedings under applicable public health guidelines. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 5. Deliberation re: In the Matter of Idaho Power’s Application for Authority to Implement Fixed Cost Adjustment Rates for Electric Service from June 1, 2021 through May 31, 2022; Case No. IPC- E-21-03 [Dayn Hardie, Attorney]. 6. Deliberation re: In the Matter of Commission Staff’s Application to Update Inputs to the “Surrogate Avoided Resource” Method Avoided Cost Rates; Case No. GNR-E-21-01 [Dayn Hardie, Attorney]. 7. Deliberation re: In the Matter of Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement Between Idaho Power Company and Reynolds Irrigation District; Case No. IPC-E-21-07 [Dayn Hardie, Attorney]. 8. Deliberation re: In the Matter of Idaho Power Company’s Petition to Extend the Filing Date of Its 2021 Integrated Resource Plan; Case No. IPC-E-21-06 [John R. Hammond, Jr., Attorney]. 9. Deliberation re: In the Matter of Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement Between Idaho Power Company and Hydroland Omega, LLC; Case No. IPC-E-21-08 [John R. Hammond, Jr., Attorney]. 10. Deliberation re: In the Matter of SUEZ Water Idaho Inc.’s Application for Authority to Increase Its Rates and Charges for Water Service in Idaho; Case No. SUZ-W-20-02 [Matt Hunter, Attorney]. 11. Deliberation re: In the Matter of Rocky Mountain Power’s Application Requesting Approval of $16.1 Million Net Power Cost Deferral (ECAM); Case No. PAC-E-21-09 [Matt Hunter, Attorney]. Commissioner Kjellander stated that Items 6, 7, 8, 9, 10 and 11 under Fully Submitted Matters would be deliberated privately.
