IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
April 27, 2021 – 1:30 P.M.
In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric
Anderson. Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
April 19, 2021. The Commission voted unanimously to approve the minutes as written.
Commissioner Kjellander made a motion to move Items 3, 4, and 5 under the Consent Agenda to Matters
in Progress. A vote was taken on the motion and it carried unanimously.
The next order of business was CONSENT AGENDA:
2. Action Item: Matt Hunter’s April 21, 2021 Decision Memorandum re: In the Matter of Idaho
Power Company’s Application for Approval of the Capacity Deficiency to be Utilized for Avoided
Cost Calculations; Case No. IPC-E-21-09.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Item 2 under the Consent
Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTER IS PROGRESS:
3. Action Item: John R. Hammond Jr.’s April 22, 2021 Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement
Between Idaho Power Company and Hydroland Omega, LLC; Case No. IPC-E-21-08.
Mr. Hammond reviewed the Decision Memorandum stating that Staff does not believe this case can be
processed to completion by April 30, 2021, the date when the firm energy sales agreement expires. Mr.
Hammond asked does the Commission wish to issue a Notice of Application and Notice of Modified
Procedure setting a June 2, 2021 comment deadline for Staff and interested parties and a June 9, 2021 reply
comment deadline for the Company.
Commissioner Raper made a motion to issue a Notice of Application and Notice of Modified Procedure
setting a June 2, 2021 comment deadline for Staff and interested parties and a June 9, 2021 reply comment
deadline for the Company. A vote was taken on the motion and it carried unanimously.
4. Action Item: John R. Hammond Jr.’s April 22, 2021 Decision Memorandum re: In the Matter of
Rocky Mountain Power’s Application for Approval or Rejection of the Amended Power Purchase
Agreement Between PacifiCorp and Georgetown Irrigation; Case No. PAC-E-21-11.
Mr. Hammond reviewed the Decision Memorandum and asked does the Commission wish to issue a Notice
of Application and a Notice of Modified Procedure, setting a May 26, 2021 comment deadline for Staff and
interested parties and a June 2, 2021 reply comment deadline for the Company.
Commissioner Raper made a motion to issue a Notice of Application and a Notice of Modified Procedure,
setting a May 26, 2021 comment deadline for Staff and interested parties and a June 2, 2021 reply comment
deadline for the Company. A vote was taken on the motion and it carried unanimously.
5. Action Item: Dayn Hardie’s April 23, 2021 Decision Memorandum re: In the Matter of Idaho
Power Company’s Application for Approval or Rejection of an Energy Sales Agreement Between
Idaho Power Company and Reynolds Irrigation District; Case No. IPC-E-21-07.
Mr. Hardie reviewed the Decision Memorandum stating that Staff does not believe this case can be
processed to completion by April 30, 2021, the date when the 1985 energy sales agreement expires. Mr.
Hardie asked does the Commission wish to issue a Notice of Application and Notice of Modified
Procedure establishing a May 27, 2021 public comment deadline and a June 3, 2021 Company reply
deadline.
Commissioner Raper made a motion to issue a Notice of Application and Notice of Modified Procedure
establishing a May 27, 2021 public comment deadline and a June 3, 2021 Company reply deadline. A
vote was taken on the motion and it carried unanimously.
Commissioner Kjellander stated there was no further business before the Commission and the meeting
was adjourned.
