In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on April 13, 2021. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Daniel Klein’s April 13, 2021 Decision Memorandum re: The 2020 Broadband Equipment Tax Credit Application for Tek-Hut, Inc.; Case No. GNR-T-21-04. 3. Action Item: Daniel Klein’s April 14, 2021 Decision Memorandum re: The 2020 Broadband Equipment Tax Credit Application for Farmers Mutual Telephone Company, LTD; Case No. FMT- T-21-01. 4. Action Item: Daniel Klein’s April 15, 2021 Decision Memorandum re: Filer Mutual Telephone Company’s 2020 Broadband Equipment Tax Credit; Case No. FIL-T-21-01. 5. Action Item: Daniel Klein’s April 15, 2021 Decision Memorandum re: The 2020 Broadband Equipment Tax Credit Application for Tekfinity, LLC; Case No. GNR-T-21-05. 6. Action Item: Daniel Klein’s April 16, 2021 Decision Memorandum re: Project Mutual Telephone Cooperative Association, Inc.’s Application for Approval of an Interconnection Agreement with Teleport Communications America, LLC; Case No. PRJ-T-21-01. 7. Action Item: Edward Jewell’s April 16, 2021 Decision Memorandum re: In the Matter of Avista’s Annual Rate Adjustment Filing for Electric Line Extension Schedule 51; Case No. AVU-E-21-03. 8. Action Item: Edward Jewell’s April 16, 2021 Decision Memorandum re: In the Matter of the Joint Application between Rocky Mountain Power and P4 Production, LLC Requesting Approval of an Agreement to Retire RECS; Case No. PAC-E-21-08. 9. Action Item: Matt Hunter’s April 16, 2021 Decision Memorandum re: In the Matter of Rocky Mountain Power’s Application for Approval or Rejection of the Power Purchase Agreement between PacifiCorp and Sunny Bar Ranch; Case No. PAC-E-21-10. 10. Action Item: Dayn Hardie’s April 16, 2021 Decision Memorandum re: In the Matter of Avista’s 2021 Natural Gas Integrated Resource Plan; Case No. AVU-G-21-02. 11. Action Item: Dayn Hardie’s April 16, 2021 Decision Memorandum re: In the Matter of Avista’s 2021 Electric Integrated Resource Plan; Case No. AVU-E-21-04. 12. Action Item: Dayn Hardie’s April 16, 2021 Decision Memorandum re: In the Matter of the Annual Update to “Surrogate Avoided Resource” Avoided Cost Rates; Case No. GNR-E-21-01. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTER IS PROGRESS: 13. Action Item: Michael Morrison’s April 15, 2021 Decision Memorandum re: In the Matter of the Application of CDS Stoneridge Utilities, LLC to Change Rates for Non-Refundable Hook-Up Fee for New Water Connections; Case No. SWS-W-20-01. Ms. Terri Carlock reviewed the Decision Memorandum and asked does the Commission wish to deny approval of the modified tariff submitted by Stoneridge on April 8, 2021 and order Stoneridge to submit a conforming tariff within 10 days of its order. Commissioner Raper made a motion to deny approval of the modified tariff submitted by Stoneridge on April 8, 2021, to order that Stoneridge’s existing tariff remain in effect allowing Stoneridge only to charge new customers a $1,200 Hook-Up Fee to connect to its water system, and to order Stoneridge to submit a conforming tariff within 10 days of its order. A vote was taken on the motion and it carried unanimously. 14. Action Item: Matt Hunter’s April 15, 2021 Decision Memorandum re: In the Matter of SUEZ Water’s Application for Amendment of Its Certificate of Public Convenience and Necessity; Case No. SUZ-W-21-02. Mr. Hunter reviewed the Decision Memorandum and asked does the Commission wish to issue a Notice of Application and Notice of Intervention Deadline, establishing a 21-day intervention period. Action Item: Dayn Hardie’s April 15, 2021 Decision Memorandum re: In the Matter of SUEZ Water Idaho Inc.’s Application for Authority to Increase Its Rates and Charges for Water Service in the State of Idaho; Case No. SUZ-W-20-02. Mr. Hardie reviewed the Decision Memorandum and asked does the Commission wish to extend the period of suspension until June 29, 2021. Commissioner Raper made a motion extend the period of suspension until June 29, 2021. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 16. Deliberation re: In the Matter of Custer Telephone Broadband Services, LLC’s Application for Expansion of Its Eligible Telecommunications Carrier Designated Service Are; Case No. CTB- T-21-01. Commissioner Kjellander stated that Item 16 under Fully Submitted Matters would be deliberated privately.
