In attendance was Commissioner Kristine Raper, and Commissioner Eric Anderson. Commissioner Paul Kjellander participated by phone. Commissioner Raper called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on February 2, 2021. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Daniel Klein’s February 10, 2021, Decision Memorandum re: The 2016 Broadband Equipment Tax Credit Application for Farmers Mutual Telephone Company, LTD; Case No. FMT- T-20-01. 3. Action Item: Daniel Klein’s February 10, 2021, Decision Memorandum re: The 2017 Broadband Equipment Tax Credit Application for Farmers Mutual Telephone Company, LTD; Case No. FMT- T-20-02. 4. Action Item: Daniel Klein’s February 10, 2021, Decision Memorandum re: The 2018 Broadband Equipment Tax Credit Application for Farmers Mutual Telephone Company, LTD; Case No. FMT- T-20-03. 5. Action Item: Daniel Klein’s February 10, 2021, Decision Memorandum re: The 2019 Broadband Equipment Tax Credit Application for Farmers Mutual Telecom, Inc.; Case No. FMU-T-20-02. 6. Action Item: Matt Hunter’s February 12, 2021, Decision Memorandum re: In the Matter of Custer Telephone Broadband Services LLC’s Petition for Expansion of its Eligible Telecommunications Carrier Designated Service Area; Case No. CTB-T-21-01. 11. Action Item: Edward Jewell’s February 12, 2021, Decision Memorandum re: In the Matter of Rocky Mountain Power’s Application for Approval of the Transfer of the Lower Klamath Hydroelectric Project Generating Facilities; Case No. PAC-E-21-01. 12. Action Item: Rick Keller’s February 12, 2021, Decision Memorandum re: Idaho Power’s Annual Compliance Filing to Update Charges, Credits, and General Overheads Under Rule H, New Service Attachments and Distribution Line Installations or Alterations; Tariff Advice No. 20-06. Commissioner Raper made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTER IS PROGRESS: 13. Action Item: Edward Jewell’s February 12, 2021, Decision Memorandum re: In the Matter of the Formal Complaint of Wood Hydro Against Idaho Power Company; Case No. IPC-E-20-28. Mr. Jewell reviewed his Decision Memorandum and asked does the Commission wish to issue a Notice of Settlement Stipulation and establish a 14-day comment period and a 7-day reply comment period. Commissioner Kjellander made a motion to issue a Notice of Settlement Stipulation and establish a 14- day comment period and a 7-day reply comment period. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 14. Deliberation re: Review of Intermountain Gas Company’s Application for Authority to Implement a Commercial Energy Efficiency Program and Funding Mechanism; Case No. INT-G- 20-04 [John R. Hammond, Jr., Attorney]. 15. Deliberation re: In the Matter of Idaho Power Company’s Application to Establish Tariff Schedule 68-Interconnections to Customer Distributed Energy Resources; Case No. IPC-E-20-30 [Edward Jewell, Attorney]. 16. Deliberation re: In the Matter of Idaho Power Company’s Application for Approval or Rejection of a Second Amendment to the Energy Sales Agreement with ID Solar 1, LLC; Case No. IPC-E-20-38 [Edward Jewell, Attorney]. Commissioner Raper stated that Items 14, 15 and 16 under Fully Submitted Matters would be deliberated privately.
