IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
January 5, 2021 – 1:30 P.M.
In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper, and Commissioner Eric
Anderson. Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
December 22, 2020. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Daniel Klein’s December 30, 2020, Decision Memorandum re: The 2019 Broadband
Equipment Tax Credit Application for Farmers Mutual Telephone Company, LTD; Case No. FMT-
T-20-04.
3. Action Item: Daniel Klein’s December 30, 2020, Decision Memorandum re: The 2016 Broadband
Equipment Tax Credit Application for Farmers Mutual Telecom, Inc; Case No. FMU-T-20-01.
4. Action Item: Daniel Klein’s December 30, 2020, Decision Memorandum re: The 2018 Broadband
Equipment Tax Credit Application for Farmers Mutual Telecom, Inc; Case No. FMU-T-20-03.
5. Action Item: Edward Jewell’s December 30, 2020, Decision Memorandum re: In the Matter of
Idaho Power Company’s Application for Approval or Rejection of a Second Amendment to the
Energy Sales Agreement with ID Solar 1, LLC; Case No. IPC-E-20-38.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3, 4 and 5 under
the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
6. Action Item: John R. Hammond Jr.’s December 31, 2020, Decision Memorandum re: In the
Matter of Rocky Mountain Power’s Application Requesting Authorization to Update the Wind and
Solar Integration Rate for Small Power Generation Facilities; Case No. PAC-E-20-14.
Mr. Hammond reviewed his Decision Memorandum and asked does the Commission wish issue a Notice
of Modified Procedure and Notice of Comment Deadlines that sets a February 12, 2021 comment
deadline for interested persons and parties and a February 26, 2021 reply deadline for the Company.
Commissioner Raper made a motion to issue a Notice of Modified Procedure and Notice of Comment

February 26, 2021 reply deadline for the Company. A vote was taken on the motion and it carried
unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
7. Deliberation re: In the Matter of Avista’s Application for an Accounting Order Approving
Depreciation and Amortization Rates for Investment in Software; Case Nos. AVU-E-20-09 and
AVU-G-20-06 [Dayn Hardie, Attorney].
8. Deliberation re: In the Matter of Idaho Power Company’s Application for Authority to Modify
Schedule 84’s Metering Requirement and Grandfather Existing Customers with Two Meters; Case
No. IPC-E-20-26 [Ed Jewell, Attorney].
Commissioner Kjellander stated that Items 7 and 8 under Fully Submitted Matters would be deliberated
privately.
Commissioner Kjellander stated there was no further business before the Commission and the meeting
was adjourned.
