IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

December 15, 2020 – 1:30 P.M.

In attendance was Commissioner Paul Kjellander and Commissioner Kristine Raper. Commissioner Eric
Anderson participated via telephone. Commissioner Kjellander called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
December 8, 2020. The Commission voted unanimously to approve the minutes as written.

The next order of business was CONSENT AGENDA:

2. Action Item: Dayn Hardie’s December 10, 2020, Decision Memorandum re: In the Matter of the
Application of LXI-CLEC, LLC and Fatbeam, LLC for Approval to Assign the Certificate of Public
Convenience and Necessity Held by LXI-CLEC, LLC to Fatbeam, LLC; Case Nos. LXI-T-20-05 and
FZ4-T-20-02.
3. Action Item: Dayn Hardie’s December 10, 2020, Decision Memorandum re: In the Matter of
Avista’s Application for a Prudency Determination for 2018-2019 Electric and Gas Energy Efficiency
Expenditures; Case Nos. AVU-E-20-13 and AVU-G-20-08.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2 and 3 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.

The next order of business was FULLY SUBMITTED MATTERS:

4. Deliberation re: In the Matter of Idaho Power Company’s Application for a Determination of
2019 Demand-Side Management Expenses as Prudently Incurred; Case No. IPC-E-20-15 [Dayn
Hardie, Attorney].

5. Deliberation re: In the Matter of Idaho Power Company’s Application for Approval or
Rejection of an Energy Sales Agreement with Shawpatin AgCap, LLC, for the Sale and Purchase of
Electric Energy from the Mud Creek White Hydro Project; Case No. IPC-E-20-34 [Matt Hunter,
Attorney].

Commissioner Kjellander stated that Items 4 and 5 under Fully Submitted Matters would be deliberated
privately.

Commissioner Kjellander stated there was no further business before the Commission and the meeting
was adjourned.
