IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING October 20, 2020 – 1:30 P.M.
In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETINGS on October 13, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Dayn Hardie and Matt Hunter’s October 14, 2020, Decision Memorandum re: In
the Matter of the Application of Suez Water Idaho Inc. for Authority to Increase Its Rates and
Charges for Water Service in the State of Idaho; Case No. SUZ-W-20-02.
3. Action Item: Matt Hunter’s October 16, 2020, Decision Memorandum re: In the Matter of GC
Pivotal, LLC dba Global Capacity’s Eligibility to Hold Certificate of Public Convenience and
Necessity No. 530; Case No. GCP-T-20-01.
4. Action Item: Richard Keller’s October 15, 2020, Decision Memorandum re: Rocky Mountain
Power’s Tariff Advice No. 20-01 – Correction to Electric Service Regulation No. 12 – Line Extensions.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3 and 4 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS: 5. Deliberation re: In the Matter of Suez Water’s Petition for Authorization to Eliminate Collection of Gross-Up Payments Associated with Contributions in Aid of Construction; Case No. SUZ-W-20-01 [Dayn Hardie, Attorney]. 6. Deliberation re: Avista’s Application to Implement FCA Rates for Natural Gas Service from November 1,2 020 through October 31, 2021; Case No. AVU-G-20-05 [Dayn Hardie, Attorney].
7. Deliberation re: In the Matter of Avista Corporation’s Application to Change its Natural Gas Rates and Charges (2020 Purchased Gas Cost Adjustment); Case No. AVU-G-20-04 [Matt Hunter, Attorney]. Commissioner Kjellander stated that Items 5, 6, and 7 under Fully Submitted Matters would be
deliberated privately. Commissioner Kjellander stated there was no further business before the Commission and he adjourned the meeting.
