In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper and Commissioner Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETINGS on September 22, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Daniel Klein’s September 23, 2020, Decision Memorandum re: The 2019 Broadband Tax Credit Application for Tekfinity, LLC; Case No. GNR-T-20-13. 3. Action Item: Daniel Klein’s September 23, 2020, Decision Memorandum re: The 2019 Broadband Equipment Tax Credit Application for Tek-Hut, Inc; Case No. GNR-T-20-14. 4. Action Item: Daniel Klein’s September 23, 2020, Decision Memorandum re: The 2019 Broadband Tax Credit Application for TEK-RF, LLC; Case No. GNR-T-20-15. 5. Action Item: Daniel Klein’s September 23, 2020, Decision Memorandum re: The 2019 Broadband Equipment Tax Credit Application for Random Investments, LLC; Case No. GNR-T-20-16. 6. Action Item: Daniel Klein’s September 23, 2020, Decision Memorandum re: The 2019 Broadband Equipment Tax Credit Application for LXI-CLEC, LLC; Case No. LXI-T-20-04. 7. Action Item: Daniel Klein’s September 24, 2020, Decision Memorandum re: the 2019 Broadband Tax Credit Application of Inland Cellular, LLC; Case No. INC-T-20-01. 8. Action Item: John R. Hammond Jr.’s September 25, 2020, Decision Memorandum re: Idaho Power Company’s Application for Authority to Decrease Its Rates for Electric Service for Costs Associated with the Boardman Power Plant; Case No. IPC-E-20-32. 9. Action Item: Matt Hunter’s September 25, 2020, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement with Shawpatin, AgCap, LLC, for the Sale and Purchase of Electric Energy from the Mud Creek White Hydro Project; Case No. IPC-E-20-34. 10. Action Item: Matt Hunter’s September 25, 2020, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Authority to Revise the Energy Efficiency Rider, Tariff Schedule 91; Case No. IPC-E-20-33. 11. Action Item: Mat Hunter’s September 24, 2020, Decision Memorandum re: In the Matter of Intermountain Gas Company’s Application for Determination of 2019 Energy Efficiency Expenses as Prudently Incurred; Case No. INT-G-20-06. 12. Action Item: Matt Hunter’s September 23, 2020, Decision Memorandum re: In the Matter of Easton Telecom Services, L.L.C.’s Application for a Certificate of Public Convenience and Necessity to Provide Local Exchange Service in Idaho; Case No. ETS-T-20-01. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 13. Action Item: Dayn Hardie’s September 25, 2020, Decision Memorandum re: In the Matter of Rocky Mountain Power’s Application for Approval or Rejection of a Power Purchase Agreement Between PacifiCorp and Fall River Electric Cooperative, Inc; Case No. PAC-E-20-10. Mr. Hardie reviewed his Decision Memorandum and asked does the Commission wish to vacate the October 1, 2020 public comment deadline and the October 15, 2020 reply deadline and establish a new October 22, 2020 public comment deadline allowing opportunities for public comments and parties to file comments in support of the stipulation. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 14. Deliberation re: Avista Corporation’s Annual Power Cost Adjustment (“PCA”) Application; Case No. AVU-E-20-07 [Dayn Hardie, Attorney]. 15. Deliberation re: Residential and Small Farm Annual Rate Adjustment Filing of Avista Corporation; Case No. AVU-E-20-08 [Dayn Hardie, Attorney]. 16. Deliberation re: In the Matter of the Application of Intermountain Gas Company for Authority to Change Its Prices; Case No. INT-G-20-05 [Edward Jewell, Attorney]. 17. Deliberation re: In the Matter of the Application of Rocky Mountain Power to Close the Net Metering Program to New Service & Implement a Net Billing Program to Compensate Customer Generators for Exported Generation; Case No. PAC-E-19-08 [Edward Jewell, Attorney]. Commissioner Kjellander stated that Items 14, 15, 16 and 17 under Fully Submitted Matters would be deliberated privately.
