In attendance was Commissioner Paul Kjellander and Commissioner Kristine Raper. Commissioner Eric Anderson participated by telephone. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday July 18, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Matt Hunter’s July 30, 2020, Decision Memorandum re: In the Matter of Idaho Power Company’s Application for Approval or Rejection of a First Amendment to the Energy Sales Agreement for the Sale and Purchase of Electric Energy From North Gooding Main Hydro, LLC; Case No. IPC-E-20-31. 3. Action Item: Matt Hunter’s August 4, 2020, Decision Memorandum re: In the Matter of Capitol Water Corp.’s Application to Decrease Its Purchased Power Adjustment Rate; Case No. CAP-W-20- 01. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 4. Action Item: Edward Jewell’s July 31, 2020, Decision Memorandum re: Formal Complaint of Black Mesa Energy, LLC to Establish a Legally Enforceable Obligation; Case No. IPC-E-20-17. Mr. Jewell reviewed his Decision Memorandum and asked does the Commission wish to stay the briefing schedule until either Black Mesa or Idaho Power notifies the Commission of a need to resume the briefing schedule. Commissioner Raper made a motion to stay the briefing schedule until either Black Mesa or Idaho Power notifies the Commission of a need to resume the briefing schedule. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 5. Deliberation re: In the Matter of the Application of Rocky Mountain Power for Authorization to Change Depreciation Rates Applicable to Electric Property; Case No. PAC-E-18-08 [Dayn Hardie, Attorney]. Commissioner Kjellander stated that Item 5 under Fully Submitted Matters would be deliberated privately.
