HomeMy WebLinkAbout20200526MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING May 26, 2020 – 1:30 P.M. In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper, and Commissioner Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday May 19, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Dayn Hardie’s May 20, 2020, Decision Memorandum re: In the Matter of Rocky Mountain Power’s Application for Approval of a Lease Agreement with Extenet Systems Inc.; Case No. PAC-E-20-05. 3. Action Item: Daniel Klein’s May 22, 2020, Decision Memorandum re: The 2019 Broadband Equipment Tax Credit Application for Fatbeam, LLC; Case No. FZ4-T-20-01. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 4. Action Item: Matt Hunter’s May 22, 2020 Decision Memorandum re: In the Matter of Intermountain Gas Company’s Application for Authority to Facilitate Renewable Natural Gas; Case No. INT-G-20-03. Mr. Hunter reviewed his Decision Memo and asked does the Commission wish to clarify that direct notice of the Application to all of Intermountain’s customers is required, and if so, shall the Company provide direct notice through customer bills, a separate mailing or through multiple electronic mediums instead. Commissioner Kjellander moved that the Commission clarifies that direct notice of the Application to Intermountain’s customers is not required for this Application. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 5. Deliberation re: Idaho Power Company’s Application for Authority to Implement Fixed Cost Adjustment Rates for Electric Service from June 1, 2020, through May 31, 2021; Case No. IPC-E-20- 14 [John R. Hammond Jr., Attorney]. 6. Deliberation re: In the Matter of Rocky Mountain Power’s Application Requesting Approval of $21.2 Million Net Power Cost Deferral; Case No. PAC-E-20-02 [Dayn Hardie, Attorney]. 7. Deliberation re: In the Matter of Idaho Power Company’s Application for Authority to Implement Power Cost Adjustment (PCA) Rates for Electric Service from June 1, 2020 through May 31, 2021; Case No. IPC-E-20-21 [Matt Hunter, Attorney]. 8. Deliberation re: Formal Complaint of Black Mesa Energy, LLC to Establish a Legally Enforceable Obligation; Case No. IPC-E-20-17 [Edward Jewell, Attorney]. 9. Deliberation re: In the Matter of the Annual Update to “Surrogate Avoided Resource” Avoided Cost Rates; Case No GNR-E-20-01 [Edward Jewell, Attorney]. Commissioner Kjellander stated that Items 5, 6, 7, 8 and 9 under Fully Submitted Matters would be deliberated privately.
