MINUTES OF DECISION MEETING
May 5, 2020 – 1:30 P.M. In attendance was Commissioner Paul Kjellander, Commissioner Kristine Raper, and Commissioner Eric
Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
Tuesday April 28, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Edward Jewell’s May 1, 2020, Decision Memorandum re: In the Matter of Idaho
Power Company’s 2019 Integrated Resource Plan; Case No. IPC-E-19-19.
3. Action Item: Edward Jewell’s May 1, 2020, Decision Memorandum re: In the Matter of Avista’s
2020 Electric Integrated Resource Plan; Case No. AVU-E-19-01.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 4. Action Item: Dayn Hardie’s May 1, 2020, Decision Memorandum re: Idaho Power’s Application
for a Determination of 2019 Demand-Side Management Expenses as Prudently Incurred; Case No.
IPC-E-20-15.
Mr. Hardie reviewed his Decision Memo and asked, does the Commission wish to issue a Notice of
Modified Procedure with an August 13, 2020 public comment deadline and an August 27, 2020 Company
reply deadline.
Commissioner Raper moved to issue a Notice of Modified Procedure with an August 13, 2020 public
comment deadline and an August 27, 2020 Company reply deadline. A vote was taken on the motion and
it carried unanimously.
5. Action Item: Black Mesa’s Unopposed Motion to Extend Time re: Formal Complaint of Black
Mesa Energy, LLC to Establish a Legally Enforceable Obligation; Case No. IPC-E-20-17 [Edward
Jewell, Attorney].
Mr. Jewell asked, does the Commission wish to extend Black Mesa’s deadline to file its answer to Idaho
Power’s Motion to Dismiss from May 7, 2020 until May 15, 2020.
Commissioner Raper moved that the Commission notify all parties in the case by email and that such email
communications be added to the record to show representation by all parties. Commissioner Raper also
moved to extend Black Mesa’s deadline to file its answer to Idaho Power’s Motion to Dismiss from May
7, 2020 until May 15, 2020. A vote was taken on the motion and it carried unanimously.
Commissioner Kjellander stated there was no further business before the Commission and he adjourned the meeting.
