In attendance was Commissioner Paul Kjellander, Commissioner Raper, and Commissioner Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday March 31, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 1. Action Item: Daniel Klein’s April 8, 2020, Decision Memorandum re: Filer Mutual Telephone Company’s 2019 Broadband Equipment Tax Credit; Case No. FIL-T-20-01. 2. Action Item: Daniel Klein’s April 9, 2020, Decision Memorandum re: Application for Approval of an Amendment to an Interconnection Agreement between Frontier Communications NorthWest Inc. and Time Warner Cable Information Services (Idaho), LLC d/b/a Time Warner Cable; Case No. VZN-T-20-01. 3. Action Item: Daniel Klein’s April 10, 2020, Decision Memorandum re: Citizens Telecommunications Company of Idaho’s Application for Approval of a Resale Agreement with BullsEye Telecom, Inc.; Case No. CTC-T-20-02. 4. Action Item: Maria Barratt-Riley’s April 10, 2020, Decision Memorandum re: Calculating the 2020 Regulatory Fee Assessments for Public Utilities, and Railroads; Case Nos. F-2020-1 and F-2020-2. 5. Action Item: John R. Hammond Jr.’s April 10, 2020, Decision Memorandum re: Avista’s Application to Update Its Electric Line Extension Schedule 51; Case No. AVU-G-20-02. 6. Action Item: John R. Hammond Jr.’s April 10, 2020, Decision Memorandum re: Idaho Power Company’s Application for Authority to Implement Fixed Cost Adjustment Rates for Electric Service from June 1, 2020, through May 31, 2020; Case No. IPC-E-20-14. 7. Action Item: Matt Hunter’s April 9, 2020, Decision Memorandum re: In the Matter of Intermountain Gas Company’s Application for Authority to Revise its General Service Provisions Related to the Installation and Extension of Natural Gas Mains and Services; Case No. INT-G-20-01. Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 1, 2, 3, 4, 5, 6 and 7 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 8. Action Item: Donn English’s April 9, 2020, Decision Memorandum re: Extension of Annual Report Filing Deadline Due to COVID-19 Public Health Emergency. Mr. English reviewed his Decision Memo and asked does the Commission wish to issue an order extending the Annual Report Filing Deadline for 30 days for public utilities with gross operating intrastate revenues greater than $2 million and for 60 days for public utilities with gross operating intrastate revenues of $2 million or less while simultaneously encouraging utilities to file their annual reports as soon as possible. Action Item: Donn English’s April 10, 2020, Decision Memorandum re: Deferred Accounting of Incremental Costs Associated with the COVID-19 Public Health Emergency. Mr. English reviewed his Decision Memo and asked does the Commission wish to open a General Docket GNR-U-20-02 to address whether and to what extent the Idaho Public Utilities Commission should be authorized to defer accounting of incremental expenses associated with the COVID-19 public health emergency and does the Commission wish to issue a Notice of Modified Procedure with a 21-day comment deadline and a 7-day reply period. Commissioner Raper moved to open a General Docket GNR-U-20-02 to address whether and to what extent the Idaho Public Utilities Commission should be authorized to defer incremental expenses associated with the COVID-19 public health emergency into a regulatory asset for possible future recovery and consolidate utilities with already filed comments or utilities that file comments within the time allotted to be subject to the Final Order. Commissioner Raper also moved to issue a Notice of Modified Procedure with a 21-day comment deadline and a 7-day reply period. A vote was taken on the motions and they carried unanimously. 10. Action Item: Edward J. Jewell’s April 10, 2020, Decision Memorandum re: In the Matter of the Annual Update to “Surrogate Avoided Resource” Avoided Cost Rates for Avista, Idaho Power, and Rocky Mountain Power; Case No. TBD. Mr. Jewell reviewed his Decision Memo and asked does the Commission wish to open a General Docket GNR-E-20 and issue a Notice of Modified Procedure establishing a 21-day comment deadline and a 7- day reply period. Commissioner Raper moved for the Commission to initiate a General Docket and assign a GNR-E-20 Case Number to the Case and place the reference materials inside the Case File for the new Case and issue a Notice of Modified Procedure establishing a 21-day comment deadline and a 7-day reply period to each of the electric utilities that this applies to every year. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUMBITTED MATTERS: 11.
