In attendance was Commissioner Paul Kjellander, Commissioner Raper, and Commissioner Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday March 24, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Edward Jewell’s March 26, 2020, Decision Memorandum re: Formal Complaint of Black Mesa Energy, LLC to Establish a Legally Enforceable Obligation; Case No. IPC-E-2017. Commissioner Kjellander made a motion to move Action Item No. 2 to Matters in Progress. A vote was taken on the motion and it carried unanimously. 3. Action Item: Dayn Hardie’s March 27, 2020, Decision Memorandum re: Idaho Power’s Application for a Determination of 2019 Demand-Side Management Expenses as Prudently Incurred; Case No. IPC-E-20-15. 4. Action Item: Daniel Klein’s March 27, 2020, Decision Memorandum re: Application of West Telecom Services, LLC. Requesting a Name Change to Intrado Communications, LLC. For Certificate No. 407; Case No. KMD-T-20-01. 5. Action Item: Daniel Klein’s March 27, 2020, Decision Memorandum re: Application of West Safety Communications, Inc. Requesting a Name Change to Intrado Safety Communications, Inc. for Certificate No. 388; Case No. ITD-T-20-01. Commissioner Kjellander made a motion to move approve Staff’s recommendation for Items 3, 4 and 5 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 6. Action Item: Edward Jewell’s March 26, 2020, Decision Memorandum re: Formal Complaint of Black Mesa Energy, LLC to Establish a Legally Enforceable Obligation; Case No. IPC-E-2017. Mr. Jewell reviewed his Decision Memo and asked does the Commission wish to accept Staff’s recommendation to issue a summons to Idaho Power based on the complaint filed by Black Mesa Energy March 17, 2020 allowing a 21-day period for the company to answer and a 21-day period for reply by parties of the case. Commissioner Raper moved to accept Staff’s recommendation to issue a summons to Idaho Power based on the complaint filed by Black Mesa Energy allowing a 21-day period for the company to answer and no reply period. Pursuant to rule, the Commission may take action upon receival of an answer. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUMBITTED MATTERS: 7. Deliberation re: Avista Corporation’s Application for an Accounting Order Authorizing Accounting Treatment of Costs Related to Allowance for Funds Used During Construction; Case Nos. AVU-E-19-15 and AVU-G-19-09 [John R. Hammond Jr., Attorney]. 8. Deliberation re: In the Matter of Gem State Water Company, LLC’s Application for Approval of Acquisition of the Assets of the Water Business of Happy Valley Water System, Inc. and Bitterroot Water Co., Inc.; Case No. GSW-W-19-01 [Matt Hunter, Attorney]. 9. Deliberation re: In the Matter of Falls Water Co., Inc.’s Application to Amend Certificate of Public Convenience and Necessity No. 236; Case No. FLS-W-19-02 [Matt Hunter, Attorney]. 10. Deliberation re: In the Matter of Idaho Power Company’s Application to Modify Schedule 30, Special Contract with United States Department of Energy; Case No. IPC-E-20-01 [Dayn Hardie, Attorney]. Commissioner Kjellander stated that Items 7, 8, 9, and 10 under Fully Submitted Matters would be deliberated privately.
