HomeMy WebLinkAbout20200324Min.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING March 24, 2020 – 1:30 P.M. In attendance was Commissioner Paul Kjellander, Commissioner Raper, and Commissioner Anderson. Commissioner Kjellander called the meeting to order. The first order of business was a motion, Commissioner Kjellander moved under Idaho Code 74-202 to amend the agenda and add three new items. Items 4 and 5 to be added to the Consent Agenda, those items are Avista Utilities Electric Tariff Advice No. 20-01-E and Avista Utilities Gas Tariff Advice No 20-01-G. Also, Item 9 to be added under Matters in Progress, Mutual Assistance Agreement for Small Water Companies – IdWARN. A vote was taken on the motion and it carried unanimously. The second order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday March 17, 2020. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: John R. Hammond’s March 20, 2020, Decision Memorandum re: Idaho Power Company’s Application for Approval of the Transfer and Sale of Certain Assets to the City of Nampa, Idaho; Case No. IPC-E-20-10. 3. Action Item: Daniel Klein’s March 19, 2020, Decision Memorandum re: Application of Virgin Mobile USA, L.P. D/B/A Assurance Wireless Requesting a Name Change to Assurance Wireless USA, L.P. in Case No. VMU-T-20-01. 4. Action Item: Terri Carlock March 23, 2020 Decision Memorandum re: Avista Utilities Electric Tariff Advice No. 20-01-E. 5. Action Item: Terri Carlock March 23, 2020 Decision Memorandum re: Avista Utilities Gas Tariff Advice No. 20-01-G. Commissioner Kjellander made a motion to move approve Staff’s recommendation for Items 2, 3, 4 and 5 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 6. Action Item: Daniel Klein’s March 19, 2020, Decision Memorandum re: 2019 Idaho Telecommunications Relay Service Annual Report; Case No. GNR-T-20-09. Mr. Klein reviewed his Decision Memo and asked does the Commission wish to accept Staff’s recommendation to raise the current TRS assessment rates adopted in Order No. 34019. And does the Commission wish to accept the annual report and adopt the Administrator's budget for 2020. Commissioner Raper moved to accept Staff’s recommendation to raise the current TRS assessment rates adopted in Order No. 34019. And, accept the annual report and adopt the Administration’s budget for 2020. A vote was taken on the motion and it carried unanimously. 7. Action Item: Daniel Klein’s March 17, 2020, Decision Memorandum re: 2019 Idaho Telephone Service Assistance Program Annual Report; Case No. GNR-T-20.10. Mr. Klein reviewed his Decision Memo and stated Does the Commission wish to accept the 2019 annual report and adopt the Administrator's 2020 budget. Does the Commission wish to adopt the Administrator's recommendation to continue suspending the ITSAP assessments for calendar year 2020; And does the Commission wish to direct all companies store port access line counts to the administrator while the surcharge is suspended. Commissioner Kjellander moved that the Commission accept the 2019 annual report and adopt the Administrators 2020 budget. A vote was taken on the motion and it carried unanimously. 8. Action Item: Terri Carlock’s March 20, 2020, Decision Memorandum re: Intermountain Gas Company Tariff Advice No. 20-02. Terri Carlock reviewed her Decision Memo and stated, does the Commission wish to approve Tariff Advice No. 20-02. Commissioner Kjellander moved for approval Tariff Advice No. 20-02. A vote was taken on the motion and it carried unanimously. 9. Action Item: Terri Carlock March 23, 2020 Mutual Assistance Agreement for Small Water Companies – IdWARN. Terri Carlock reviewed her Decision Memo and stated does the Commission wish to issue an order encouraging the Idaho regulated water companies to evaluate and consider signing this agreement. Commissioner Kjellander moved that the Commission issue an order encouraging the Idaho regulated water companies to evaluate and consider signing this agreement as referenced in the memo and the case be given the Order No. GNR-W-20-01. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 7. Deliberation re: In the Matter of Falls Water Co., Inc.’s Application to Amend Certificate of Public Convenience and Necessity No. 236; Case No. FLS-W-19-02[Matt Hunter, Attorney]. Commissioner Kjellander stated that item 7 under Fully Submitted Matters would be deliberated privately.
