HomeMy WebLinkAbout20200303MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING March 3, 2020 – 1:30 P.M. In attendance was Commissioner Paul Kjellander, Commissioner Raper, and Commissioner Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Tuesday February 25, 2020. The Commission voted unanimously to approve the minutes as written. The second order of business was CONSENT AGENDA: 2. Action Item: Matt Hunter’s February 28, 2020, Decision Memorandum re: In the Matter of Avista Corporation’s Application for Determination of 2014-2017 Natural Gas Energy Efficiency Expenses as Prudently Incurred; Case No. AVU-G-18-08 and In the Matter of Avista Corporation’s Application for a Determination of 2016-2017 Electric Energy Efficiency Expenses as Prudently Incurred; Case No. AVU-E-18-12. Commissioner Kjellander made a motion to move approve Staff’s recommendation for Item 2 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 3. Action Item: Dayn Hardie’s February 27, 2020, Decision Memorandum re: In the Matter of Idaho Power Company’s Application to Modify Schedule30, Special Contract with United States Department of Energy; Case No. IPC-E-20-01. Mr. Hardie reviewed his Decision Memo and stated; does the Commission wish to issue a Notice of Amended Application, Notice of Amended Comment deadlines extending the public comment deadline to March 24, 2020 and the Company reply deadline to March 27, 2020 and Notice of Telephonic Hearing with a hearing to be held on March 24, 2020. Commissioner Raper moved that; the Commission issue an Notice of Amended Application with an Amended Comment deadlines with the Comment deadline being March 24, Reply deadline being March 27 and also include a Notice of Telephonic hearing to be held on March 24, 2020 as pursuant to Idaho Code 61-328. A vote was taken on the motion and it carried unanimously. 4. Action Item: Edward Jewell’s February 28, 2020, Decision Memorandum re: Application of Idaho Power for a Validated Economic Closure Date for North Valmy Power Plant Unit 2; Case No. IPC-E-19-18. Mr. Jewell reviewed his Decision memo and asked, if the Commission wish to issue a Notice of Intervention Deadline with a 21-day intervention period. Commissioner Kjellander moved that; the Commission would wish to issue a Notice of Intervention with a 21-day intervention period. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 5. Deliberation re: Idaho Power Company’s Application for Approval or Rejection of an Energy Sales Agreement with South Forks Joint Venture; Case No. IPC-E-19-36. [John R. Hammond Jr., Attorney] 6. Deliberation re: In the Matter of Idaho Power Company’s Application to Update the Substation Allowance Under Schedule 19 –Large Power Service; Case No. IPC-E-19-40. [Dayn Hardie, Attorney] 7. Deliberation re: In the Matter of Gem State Water Company, LLC’s Application for Approval of Acquisition of the Assets of the Water Business of Happy Valley Water System Inc. and Bitterroot Water Co., Inc.; Case No. GSW-W-19-01. [Matt Hunter, Attorney] 8. Deliberation re: In the Matter of the Application of Idaho Power Company to Study Fixed Costs of Providing Electric Service to Customers; Case No. IPC-E-18-16. Commissioner Kjellander stated that item 5, 6, 7, and 8 under Fully Submitted Matters would be deliberated privately.
