IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
December 10, 2019 – 1:30 P.M.
In attendance was Commissioner Paul Kjellander, Commissioner Eric Anderson; Commissioner Raper
participated by telephone. Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING
on November 26, 2019. The Commission voted unanimously to approve the minutes as written.
The second order of business was CONSENT AGENDA:
2. Action Item: John R. HammondJr.’s December 6, 2019, Decision Memorandum re: In the
Matter of the Application of Avista Corporation Requesting to Modify Schedule 95 to Revise the
Company’s Voluntary Renewable Energy Program; Case No. AVU-E-19-12.
3. Action Item:John Hammond Jr.’s December 6, 2019, Decision Memorandum re: In the Matter of
the Application of Avista Corporation to Approve Electric Distribution Service Agreement with
East Greenacres Irrigation District; Case No. AVU-E-19-13.
Commissioner Kjellander made a motion to move approve Staff’s recommendation for items 2 and 3
under the Consent Agenda. A vote was taken on the motion and it carried unanimously.

Application for a Determination of 2018 Demand-Side Management Expenses as Prudently

Commissioner Kjellander stated that items 4, 5, 6, 7, 8 and 9 under Fully Submitted Matters would be
deliberated privately.

Commissioner Kjellander stated, there was no further business before the Commission and he adjourned
the meeting.
