IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
October 15, 2019 – 1:30 P.M.
In attendance were Commissioners Kris Raper and Eric Anderson. Commissioner Kjellander was excused
called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
Monday October 8, 2019. The Commission voted unanimously to approve the minutes as written.
The second order of business was CONSENT AGENDA:
2. Action Item: John Hammond’s October 4, 2019, Decision Memorandum re: Idaho Power
Company’s Application for Approval or Rejection of an Energy Sales Agreement with Snake River
Pottery Power Company, Inc.; Case No. IPC-E-19-29.
3. Action Item: Dayn Hardie’s October 4, 2019, Decision Memorandum re: Application for
Approval of the Lincoln Road Asset Purchase Agreement between Rocky Mountain Power and the
City of Idaho Falls; Case No. PAC-E-19-13.
Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2 and 3 on the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was RULEMAKING:
4. Action Item: Stephen Goodson’s October 8, 2019, Decision Memorandum re: Pending Rules
Review of IDAPA 31; Case No. RUL-U-19-01; IDAPA Docket 31-0000-1900.
Mr. Goodson reviewed his Decision Memo and stated; does the Commission wish to approve Staff's
recommendations and adopt the proposed rules, with their recommended changes, as pending rules,
publish notice of the pending rules in an upcoming edition of the Administrative Bulletin and submit the
pending rules for review in the next legislative session.
Commissioner Kjellander made a motion to; approve Staff’s recommendation adopt as proposed rules as
pending rules and publish the pending rules in an upcoming Administration Bulletin and submit the
pending rules for review in the next legislative session. A vote was taken on the motion and it carried
unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
5. Deliberation re: In the Matter of the Application of Avista to Modify Schedules 131, 132, 146,
and 182 and to Add Schedule 181 in Order to Clarify Provisions Applicable to Interruptible and
Transportation Customers and Update Its Curtailment Process; Case No. AVU-G-19-05. [Dayn
Hardie, Attorney]
Commissioner Kjellander stated that item 5 under Fully Submitted Matters would be deliberated
privately.
Commissioner Kjellander stated, there was no further business before the Commission and he adjourned
the meeting.
