HomeMy WebLinkAbout20190916MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING September 16, 2019 – 1:30 P.M. In attendance were Commissioners Kris Raper and Eric Anderson. Commissioner Kjellander was excused called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on Monday September 10, 2019. The Commission voted unanimously to approve the minutes as written. The second order of business was CONSENT AGENDA: 2. Action Item: Dayn Hardie’s September 12, 2019, Decision Memorandum re: Intermountain Gas Company’s Application for Determination of 2017-2018 Energy Efficiency Expenses as Prudently Incurred; Case No. INT-G-19-04. Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 3. Action Item: Matt Hunter’s September 12, 2019, Decision Memorandum re: In the Matter of the Application of Avista Corporation for Determination of 2014-2017 Natural Gas Energy Efficiency Expenses as Prudently Incurred; Case No. AVU-G-18-08 and In the Matter of the Application of Avista Corporation for a Determination of 2016-2017 Electric Energy Efficiency Expenses as Prudently Incurred; Case No. AVU-E-18-12. Mr. Hunter reviewed his Decision Memo and stated; Staff recommends the Commission issue a separate Notice of Modified Procedure for Case Nos. AVU-G-18-08 and AVU-E-18-12, with comments due by November 18, 2019 and reply comments due by December 2, 2019. Commissioner Raper made a motion to; except Staff’s recommendation for the schedule. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 4. Deliberation re: Application of Envision Networks LLC for a CPCN to Provide Local Telecommunications Service in Idaho; Case No. ENL-T-19-01. [Matt Hunter, Attorney] 5. Deliberation Memo: In the Matter of the Application of Idaho Power Company for Approval or Rejection of an Energy Sales Agreement with Pigeon Cove Power Company for the Sale and Purchase of Electric Energy from the Pigeon Cove Hydro Project; Case No. IPC-E-19-24. [Matt Hunter, Attorney] 6. Deliberation Memo: Application of Idaho Power Company for Approval of First Amendment to the Energy Sales Agreement for the Box Canyon Hydro Project; Case No. IPC-E-19-25. [Matt Hunter, Attorney] Commissioner Anderson stated that items 4, 5 and 6 under Fully Submitted Matters would be deliberated privately.
