IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
June 11, 2019 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander Kris Raper and Eric Anderson. Commissioner
Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
Tuesday, May 28, 2019. The Commission voted unanimously to approve the minutes as written.
Commissioner Kjellander made a motion to amend the agenda and add an item to the Consent Agenda;
item 4. A vote was taken on the motion and it carried unanimously.
The second order of business was CONSENT AGENDA:
2. Action Item: Dayn Hardie’s June 5, 2019, Decision Memorandum re: Idaho Power’s Application
for Authority to Modify Schedule 15, Dusk to Dawn Customer Lighting, and Schedule 41, Street
Lighting Service, to Allow for Light-Emitting Diode Technology; Case No. IPC-E-19-17.
3. Action Item: Karl Klein’s June 7, 2019, Decision Memorandum re: Renewing Contract with John
Coyle to Assist in Litigation.
4. Action Item: Carolee Hall’s June 11, 2019, Decision Memorandum re: Columbine Telephone
Company, Inc. (Columbine or the Company). Filed a Petition for a Safety Valve Waiver of FCC
Threshold Requirements for Numbering Resources in the Driggs, Idaho Rate Center; Case No. COL-
T-19-01.
Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2, 3 and 4 on the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The second order of business was MATTERS IN PROGRESS:
5. Action Item: Edward Jewell’s June 7, 2019, Decision Memorandum re: Industrial Customers of
Idaho Power’s Petition to Intervene in the Matter of the Application of Idaho Power Company to
Study the Costs, Benefits, and Compensation of Net Excess Energy Supplied by Customer On-Site
Generation; Case No. IPC-E-18-15.
Mr. Jewell review his Memo and state; Industrial customers filed a late petition to intervene. He asked if
the Commission wised to grant ICIP’s petition to intervene.
Commissioner Raper moved that; the Commission grant the petition to intervene in IPC-E-18-15 by the
Idaho Industrial Customers of Idaho Power the late intervention with all our normal language about not
preventing disruption, prejudice to existing parties or undue broadening of the issues pursuant to the
procedural rules. A vote was taken on the motion and it carried unanimously.
6. Action Item: Edward Jewell’s June 7, 2019, Decision Memorandum re: Industrial Customers of
Idaho Power’s Petition to Intervene in the Matter of the Application of Idaho Power Company to
Study Fixed Costs of Providing Electric Service to Customers; Case No. IPC-18-16.
Mr. Jewell review his Memo and stated; Industrial customers filed a late petition to intervene. He asked if
the Commission wised to grant ICIP’s petition to intervene.
Commissioner Raper moved that; the Commission grant the petition to intervene in IPC-E-18-16 by the
Idaho Industrial Customers of Idaho Power the late intervention with all our normal language about not
preventing disruption, prejudice to existing parties or undue broadening of the issues pursuant to the
procedural rules based on their late intervention status. A vote was taken on the motion and it carried
unanimously.
Commissioner Kjellander stated, there was no further business before the Commission and he adjourned
the meeting.
