IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
March 19, 2019 – 1:30 P.M.
In attendance were Commissioners Kris Raper and Eric Anderson. Commissioner Kjellander
was excused. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS
MEETING on Tuesday, March 12, 2019. The Commission voted unanimously to approve the
minutes as written.
The second order of business was CONSENT AGENDA:
2. Action Item: Daniel Klein’s March 14, 2019, Decision Memorandum re: 2018 Idaho
Telephone Service Assistance Program Annual Report; Case No. GNR-T-19-04.
3. Action Item: Daniel Klein’s March 14, 2019, Decision Memorandum re: 2018 Idaho
Telecommunications Reply Service Annual Report; Case No. GNR-T-19-03.
4. Action Item: Daniel Klein’s March 12, 2019, Decision Memorandum re: The 2018
Broadband Equipment Tax Credit Application for Direct Communications Rockland, Inc’s;
Case No. DCM-T-19-01.
5. Action Item: Daniel Klein’s March 12, 2019, Decision Memorandum re: The 2018
Broadband Equipment Tax Credit Application for Fatbeam, LLC; Case No. FZ4-T-19-01.

8. Action Item: Edward Jewell’s March 15, 2019, Decision Memorandum re: Application
of Idaho Power for Approval or Rejection of an Energy Sales Agreement with Ravenscroft
Hydro Energy from the Malad River Hydro Project; Case No. IPC-E-19-07.
Commissioner Kjellander made a motion to approve Staff’s recommendation for Items 2, 3, 4, 5,
6, 7 and 8 under the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
9. Action Item: Edward Jewell’s March 15, 2019, Decision Memorandum re: In the Matter
of the Application of Idaho Power Company to Study the Costs, Benenfits, and
Compensation of Net Excess Energy Supplied by Customer On-Site Generation; Case No.
IPC-E-18-15.
Mr. Jewell reviewed his Decision Memo and stated; as the case has developed it has become
apparent that there is cross over between the two dockets. Information in one docket that is labeled
confidential may be probable to be impactful in the other document. In order to avoid a potential
issue where confidential information is shared in one docket but not available in the other, the
attorney for the Northwest Energy Coalition is seeking to intervene in this docket.
Commissioner Raper moved to grant Northwest Energy Coalition petition to intervene with all the
usual caveats that we do in a late intervention, not broaden the issues or unduly delay the
proceeding. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
10. Deliberation re: In the Matter of the Application of Bar Circle S Water Company to
Extend Water Line; Case No. BCS-W-18-01. [Karl Klein, Attorney].
11. Deliberation re: In the Matter of the Investigation of Atlanta Power Company Service
and Customer Relations; ATL-E-18-01. [Karl Klein, Attorney].
Commissioner Anderson stated that items 10 and 11 under Fully Submitted Matters would be
deliberated privately.
Commissioner Anderson stated there was no further business before the Commission and he
adjourned the meeting.
