MINUTES OF DECISION MEETING
March 12, 2019 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander, Kris Raper and Eric Anderson.
Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM PREVIOUS
MEETING on Tuesday, March 5, 2019. The Commission voted unanimously to approve the
minutes as written.
The second order of business was CONSENT AGENDA:
2. Action Item: Karl Klein’s March 4, 2019, Decision Memorandum re: TDS Metrocom’s
Application for a CPCN; Case No. TML-T-19-01.
3. Action Item: Karl Klein’s March 8, 2019, Decision Memorandum re: Proposed Phase II
Settlement Regarding Pacificorp d/b/a Rocky Mountain Power in the Commission’s
Investigation Into the Impact of Federal Tax Code Revisions on Utility Costs and
Ratemaking; Case No. GNR-U-18-01.
4. Action Item:Edward Jewell’s March 5, 2019, Decision Memorandum re: Application of
Spirit Lake East Water Company and Lynnwood for Amendment and Transfer of CPCN:
Case No. SPL-W-19-01.
5. Action Item:Sean Costello’s March 6, 2019, Decision Memorandum re: In the Matter of
the Application of Idaho Power Company to Study the Costs, Benefits, and Compensation
of Net Excess Energy Supplied by Customer On-Site Generation: Case No. IPC-E-18-15.
6. Action Item:Carolee Hall’s March 4, 2019, Decision Memorandum re: Application for
Approval of an Amendment to an Interconnection Agreement Between Qwest Corporation
dba CenturyLink QC and Level 3 Telecom of Idaho, LLC.; Case No. QWE-T-04-20.
7. Action Item:Daniel Klein’s March 7, 2019, Decision Memorandum re: The 2018
Broadband Equipment Tax Credit Application for Albion Telephone Company; Case No.
ALB-T-19-01.
Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2, 3, 4, 5,
6 and 7 on the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
8. Deliberation re: In the Matter of Rocky Mountain Power’s Petition for an Extension to
File Its 2019 Integrated Resource Plan; Case No. PAC-E-19-01. [Edward Jewell, Attorney]
9. Deliberation re: Avista’s Application for a Change in Its Electric and Natural Gas
Depreciation Rates; Case Nos. AVU-E-18-03 and AVU-G-18-02. [Sean Costello, Attorney]
10. Deliberation re: In the Matter of the Application of Idaho Power Company to Increase
the Substation Allowance in Schedule 19, Large Power Service. Case No. IPC-E-19-02.

Commissioner Kjellander announced that items 8, 9, 10 and 11 on under Fully Submitted
Matters would be deliberated privately.
Commissioner Kjellander stated, there was no further business before the Commission and he
adjourned the meeting.
