In attendance were Commissioners Paul Kjellander, Kris Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, February 5, 2019. The Commission voted unanimously to approve the minutes as written. The second order of business was CONSENT AGENDA: 2. Action Item: Sean Costello’s February 14, 2019, Decision Memorandum re: Proposed Settlement Regarding Avista Utilities Request to Revise Its Electric and Natural Gas Book Depreciation Rates; Case Nos. AVU-E-18-03 and AVU-G-18-02. 3. Action Item: Edward Jewell’s February 14, 2019, Decision Memorandum re: In the Matter of the Application of Idaho Power for Approval of an Energy Sales Agreement with Wood Hydro; Case No. IPC-E-19-04. 4. Action Item: Edward Jewell’s February 14, 2019, Decision Memorandum re: In the Matter of the Application of Idaho Power for Approval of an Energy Sales Agreement with Koyle Hydro; Case No. IPC-E-19-03. 5. Action Item: Daniel Klein’s February 14, 2019, Decision Memorandum re: The 2017 Broadband Equipment Tax Credit Application for Leader Communications, LLC; Case No. GNR- T-18-04. 12. Action Item: Daniel Klein’s February 14, 2019, Decision Memorandum re: The 2018 Broadband Equipment Tax Credit Application for Leader Communications, LLC; Case No. GNR- T-19-02. MATTERS IN PROGRESS Commissioner Kjellander made a motion to approve Staff’s recommendation for items 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 13. Action Item: Edward Jewell’s February 14, 2019, Decision Memorandum re: In the Matter of Idaho Power Company’s Requested Suspension of Schedule 63- Community Solar Pilot Program. Mr. Jewell reviewed his Decision Memo and stated; Idaho Power filed a tariff advice requesting to suspension of Schedule 63 – Community Solar Pilot Program, in Staffs initial review they believed that this should be processed as an application. Commissioner Kjellander made a motion to issue a Notice of Application, Notice of Modified Procedure, and Suspension of Tariff Advice that suspends the Company’s Tariff Advice, converts the Tariff Advice into an Application, and establishes a thirty five day comment period and a seven day reply comment period. A voted was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 14. Deliberation re: Application of Newmax, LLC dba Intermax Networks, for Designation as an Eligible Telecommunication Carrier; Case No. NEW-T-18-01. [Sean Costello, Attorney] 15. Deliberation re: Application of Viasat Carrier Services, Inc., for Designation as an Eligible Telecommunication Carrier; Case No. VCS-T-18-01. [Sean Costello, Attorney] 16. Deliberation re: In the Matter of the Joint Application of Avista and Clearwater Paper for Approval of a Power Purchase and Sale Agreement; Case No. AVU-E-18-13. [Edward Jewell, Attorney] 17. Deliberation re: In the Matter of the Application of Rocky Mountain Power to Decrease Electric Service Schedule 191-Customer Efficiency Services Rate; Case No. PAC-E-18-12. [Edward Jewell, Attorney] 18. Deliberation re: In the Matter of Eagle Water Company’s Application for Authority to Implement a Customer Surcharge; Case No. EAG-W-15-01. [Karl Klein, Attorney] Commissioner Kjellander announced that items 14, 15, 16, 17 and 18 on under Fully Submitted Matters would be deliberated privately.
