MINUTES OF DECISION MEETING
December 4, 2018 – 1:30 P.M.
In attendance were Commissioners Eric Anderson and Kris Raper. Commissioner Kjellander
participated by phone. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM PREVIOUS
MEETING on Monday, November 20, 2018. The Commission voted unanimously to approve
the minutes as written.
The second order of business was CONSENT AGENDA:
2. Action Item: Brandon Karpen’s November 23, 2018, Decision Memorandum re: In the
Matter of the Joint Application of Suez Water Idaho, Inc., to Acquire Eagle Water
Company; Case Nos. SUZ-W-18-02 and EAG-W-18-01.
3. Action Item: Joseph Terry/Terri Carlock’s November 28, 2018, Decision Memorandum
re: Avista’s Request for Authorization to Issue Common Stock; Case No. AVU-U-18-01.
4. Action Item: Edward Jewell’s November 29, 2018, Decision Memorandum re: In the
Matter of the Application of Avista Corporation for a Determination of 2016-2017 Electric
Energy Efficiency Expenses as Prudently Incurred; Case No. AVU-E-18-12.
5. Action Item: Johnathan Farley’s November 30, 2018, Decision Memorandum re: In the
Matter of Avista Corporation’s Application to Revise Tariff Schedule 170 – Natural Gas
Rules and Regulations; Case No. AVU-G-18-07.
6. Action Item: Terri Carlock’s November 30, 2018, Decision Memorandum re: Annual
Determination of the Interest Rates on Deposits Collected from Customers for the
Calendar Year 2019; Case No. GNRU-18-02.
Commissioner Anderson made a motion, to approve Staff’s recommendation for items 2, 3, 4, 5
and 6 on the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business FULLY SUBMITTED MATTERS
7. Deliberation re: In the Matter of the Application of Idaho Power Company for
Approval of an Energy Sales Agreement with Scott and Rick Kaster for the Purchase of
Electric Energy from the Box Canyon Hydro Project; Case No. IPC-E-18-14. [Edward
Jewell, Attorney]
8. Deliberation re: In the Matter of the Agreement for the Purchase and Sale of the
Cheney and Four Lakes Tap Lines and the Transfer of Ownership Agreement between
Avista and Bonneville Power Administration; Case No. AVU-E-18-09. [Edward Jewell,
Attorney]
Commissioner Anderson stated items 7 and 8 under Fully Submitted Matters would be
deliberated privately.
Commissioner Anderson stated, there was no further business before the Commission and he
adjourned the meeting.
