MINUTES OF DECISION MEETING
April 2, 2018 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander, Kristine Raper and Eric Anderson.
Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM PREVIOUS
MEETING on Monday, March 26, 2018. The Commission voted unanimously to approve the
minutes as written.
The second order of business was CONSENT AGENDA:
2. Brandon Karpen’s March 26, 2018, Decision Memorandum re: In the Matter of Rocky
Mountain Power’s New Wind CPCN Application; Case No. PAC-E-17-07.
3. Daniel Klein’s March 28, 2018, Decision Memorandum re: Fatbeam’s Application for
the Broadband Equipment Tax Credit for 2017; Case No. FZ4-T-18-01.
4. Daniel Klein’s March 28, 2018, Decision Memorandum re: Application of Ionex
Communications North, Inc. Requesting a Name Change to Ionex Communications North,
LLC for Certificate No. 514 in Case No. INX-T-13-01.
5. Daniel Klein’s March 29, 2018, Decision Memorandum re: Syringa Networks, LLC’s
Application for the Broadband Equipment Tax Credit for 2017; Case No. SZ9-T-18-01.
6. Daniel Klein’s March 29, 2018, Decision Memorandum re: Direct Communications
Rockland, Inc’s Application for the Broadband Equipment Tax Credit for 2017; Case No.
DCM-T-18-01.
There were no questions and Commissioner Kjellander made a motion to approve Staff’s
recommendation for item 2 and 6 on the Consent Agenda. A vote was taken on the motion and it
carried unanimously.
The next order of business was MATTERS IN PROGRESS:
7. Karl Klein’s March 29, 2018, Decision Memorandum re: Idaho Forest Group’s and
Idaho Conservation League’s Late Petitions to Intervene in the Investigation Into the
Impact of Federal Tax Code Revisions on Utility Costs and Ratemaking; Case No. GNR-U-
18-01.
Mr. Klein reviewed his Decision Memo, he stated; there are two petitions pending before the
Commission from the Idaho Forest Group and Idaho Conservation League asking to intervene
late in the case. There is no opposition on either case and the Staff does not have a position on it.
Commissioner Raper moved to grant Idaho Forest Group and Idaho Conservation League late
petition to intervene with the caveat that they do not unduly broaden the issue or cause further
delay.
Commissioner Kjellander asked if there were any further questions. There were no further
questions and Commissioner Kjellander moved to grant the motion. A vote was taken on the
motion and it carried unanimously.
Commissioner Kjellander stated, there was no further business before the Commission and he
adjourned the meeting.
