IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

September 6, 2017 – 1:30 P.M.

In attendance were Commissioners Paul Kjellander and Eric Anderson. Commissioner Kristine
Raper was excused. Commissioner Kjellander called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, August 28, 2017. The Commission voted unanimously to approve the minutes as
written.

The second order of business was MATTERS IN PROGRESS:
2. Camille Christen’s August 29, 2017 Decision Memorandum re: The 2017 Integrated
Resource Plan or Intermountain Gas Company, Case No. INT-G-17-04.
3. Camille Christen’s August 29, 2017 Decision Memorandum re: The Application of
Rocky Mountain Power for Authorization to Revise the Wind Integration Rate and
Implement a Solar Integration Rate for Small Power Generation Qualifying Facilities, Case
No. PAC-E-17-11.
4. Daphne Huang’s August 29, 2017 Decision Memorandum re: Rocky Mountain Power’s
Application to Approve Capacity Deficiency Period for Avoided Cost Calculations, Case
No. PAC-E-17-09.
5. Carolee Hall’s August 30, 2017 Decision Memorandum re: Cable One, Inc.’s 2015
Broadband Equipment Tax Credit Application; Case No. GNR-T-17-06.
6. Carolee Hall’s August 30, 2017 Decision Memorandum re: Cable One, Inc.’s 2016
Broadband Equipment Tax Credit Application; Case No. GNR-T-17-07.
There were no questions and Commissioner Kjellander made a motion to approve Staff’s
recommendations for items 2 through 6 on the Consent Agenda. A vote was taken on the motion
and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
Commissioner Kjellander announced that items 7 and 8 would be deliberated privately.
7. Deliberation re: Avista’s Application for Approval of Electric and Natural Gas
Depreciation Rates, Case Nos. AVU-E-17-03 and AVU-G-17-02. [Brandon Karpen,

8. Deliberation re: In the Matter Of BNSF Railway Company’s Request for a Clearance

There was no further business before the Commission and Commissioner Kjellander adjourned
the meeting.
