(SUBJECT TO COMMISSION APPROVAL) In attendance were Commissioners Kristine Raper and Eric Anderson. Commissioner Kjellander participated by phone. Commissioner Anderson called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, January 23, 2017. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Bentley Erdwurm's January 20, 2017 Decision Memorandum re: Modifications to Idaho Power's Schedule 82, Flex Peak Program 3. Brandon Karpen's January 17, 2017 Decision Memorandum re: Joint Application of Idaho Power and United Electric Co-op to Approve a Customer Allocation Agreement, Case No. IPC-E-16-29 4. Mike Louis's January 20, 2017 Decision Memorandum re: Idaho Power's Annual Compliance Filing to Update the Substation Allowance Under Schedule 19; Tariff Advice No. 16-08 Commissioner Anderson made a motion to move item 3 to Matters in Progress. There were no objections and item 3 was moved to Matters in Progress. Regarding items 2 and 4, there was no discussion and Commissioner Anderson made a motion to approve Staff’s recommendation for item 3 and 4 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 3. Brandon Karpen's January 17, 2017 Decision Memorandum re: Joint Application of Idaho Power and United Electric Co-op to Approve a Customer Allocation Agreement, Case No. IPC-E-16-29 Mr. Karpen reviewed his Decision Memo. He stated concern over two items related to his Decision Memo; the first was a misdate of an intervention deadline of January 11, 2017. The second concern was with a 14 day deadline requested by the company. Mr. Karpen asked the Commission if they would prefer a 21 day comment period deadline without any objection. Commission Raper stated that as Mr. Karpen knows; the Commission does not have an opposition to something less than 21 days if there is justification from the parties, there being none, Commissioner Raper stated she would like to stay with a standard 21 day deadline to give the Commission PIO time to send out proper notification to all the media outlets so they can notify anyone that may be effected. Commissioner Raper made a motion to process the case by modified procedure utilizing a common deadline of February 14 and a reply deadline of February 21, 2017. There was no further discussion and a vote was taken on the motion and it carried unanimously. 5. CChristen/DHuang's January 20, 2017 Decision Memorandum re: Proposed Schedule from Informal Scheduling Conference in Idaho Power's Application for Wood River Valley CPCN, Case No. IPC-E-16-28 Ms. Christen reviewed her Decision Memo. She stated she had two questions for the Commission. During the informal meeting the parties discussed the dates for the Technical Hearing and agreed to August 7 and 8, 2017, but that since then Staff had become aware that the Commission might prefer August 8 and 9, 2017. She asked if the Commission agreed with August 8 and 9; also she asked if the Commission wished to direct the Commission Secretary to send copies of the Order to include the City of Sun Valley and Blaine County. Commissioner Raper asked Ms. Christen if her recommendation would be to stay with Sun Valley and Blaine County. Ms. Christen suggested adding Hailey as well. As a matter of note Commissioner Raper also noted that the memo described that the previous Notice of Application had been sent to Sun Valley and Blaine County. Commissioner Raper noted that the Notice of Application had been sent to all of Idaho Power’s service territories. Commissioner Raper noted that within Zone 4 there are probably three dozen different government owned entities. Commissioner Raper made a motion to issue a Notice of Schedule and a Notice of Technical Hearing to occur on August 8, 9 and any additional dates that may be required. A Notice of Public Hearing will be scheduled at a later date that we adopt; otherwise the schedule agreed to by the parties. The Commission Secretary will send a copy of the Order and the Notice to the Cities of Sun Valley, Hailey and Blaine County. There was no further discussion and a vote was taken on the motion and it carried unanimously.
