In attendance were Commissioners Paul Kjellander, Kristine Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, September 6, 2016. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Camille Christen's September 9, 2016 Decision Memorandum re: Rocky Mountain Power's Application to Update Base Net Power Costs and Implement a Rate Stability Plan, Case No. PAC-E-16-12. 3. Curtis Thaden's September 9, 2016 Decision Memorandum re: Idaho Power Proposal to Revise Schedule 95 (Tariff Advice No. 16-03). 4. Daphne Huang's September 6, 2016 Decision Memorandum re: Idaho Power's Application to Approve First Amendment to the Energy Sales Agreement with Boise City Solar, LLC, Case No. IPC-E-16-20. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 4 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 5. Daphne Huang's September 9, 2016 Decision Memorandum re: Agreement to Suspend Schedule in Idaho Power's Application to Approve New Tariff Schedule 62, a Community Solar Pilot Program, Case No. IPC-E-16-14. Ms. Huang reviewed her Decision Memo. Commissioner Raper asked if the Idaho Irrigation Pumpers Association (IIPA) had agreed to suspend the schedule as well since they were not in attendance at the second settlement conference. Ms. Huang stated that she had emailed the counsel for IIPA about the proposed change in schedule but she had not yet received a response. Commissioner Raper made a motion to suspend the schedule adopted in Order No. 33569 and instead adopt the parties’ new proposed schedule, noting in the order that IIPA was not part of the decision. A vote was taken on the Motion and it carried unanimously. 2 6. Karl Klein's and Daphne Huang's September 9, 2016 Decision Memorandum re: FERC's Notice Inviting Post-Technical Conference Comments, FERC Docket No. AD16- 16-000. There was no discussion and Commissioner Kjellander made a motion that the Commission respond to the FERC’s Notice by preparing comments related to the referenced FERC docket. A vote was taken on the motion and it carried unanimously.
