HomeMy WebLinkAbout20160829min.pdf1 IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING August 29, 2016 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Kristine Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, August 22, 2016. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Daphne Huang's August 24, 2016 Decision Memorandum re: Idaho Power's Application to Approve 2016 Service Agreement with DOE, Case No. IPC-E-16-18. 3. Grace Seaman's August 24, 2016 Decision Memorandum re: CenturyTel of Idaho, Inc. dba CenturyLink's 2015 Broadband Equipment Tax Credit Application, Case No. CEN-T- 16-02. 4. Grace Seaman's August 24, 2016 Decision Memorandum re: CenturyTel of the Gem State, Inc. dba CenturyLink's 2015 Broadband Equipment Tax Credit Application, Case No. CGS-T-16-02. 5. Grace Seaman's August 24, 2016 Decision Memorandum re: Qwest Corporation dba CenturyLink QC's 2015 Broadband Equipment Tax Credit Application, Case No. QWE-T- 16-05. 6. Karl Klein's August 26, 2016 Decision Memorandum re: Intermountain Gas Company's General Rate Case, Case No. INT-G-16-02. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 6 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 7. Chris Hecht's August 26, 2016 Decision Memorandum re: Compliance Tariff Filing, Case No. SCH-W-15-01. Ms. Huang reviewed the Decision Memo. Commissioner Kjellander asked what the Commission’s options were for correcting the record in order to reflect the corrected insufficient funds fee of $20. Ms. Huang replied that issuing a numbered order explaining the situation would suffice. 2 Commissioner Raper confirmed with Ms. Huang that the Commission was out of time and so Staff was not able to submit a Motion for Reconsideration or a Motion for Clarification. Commissioner Raper said she thought the cleanest way to correct the record and get the Company’s tariff filed would be to view this matter as a clarification of the record and issue an Order on Clarification, addressing the single issue of the change in the dollar amount for insufficient funds fees and leaving the rest of the record as it stands. Commissioner Raper then made a motion to approve the Company’s tariff with an effective date of July 1, 2016 and issue an Order on Clarification. Commissioner Kjellander confirmed with Ms. Huang that the motion offered an appropriate solution. A vote was then taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 8. Deliberation re: Idaho Power's Application to Determine Prudency of 2015 DSM Expenditures, Case No. IPC-E-16-03. Commissioner Kjellander announced that item 8 would be deliberated privately. There was no further business before the Commission and Commissioner Kjellander adjourned the meeting. ____________________________________ ______________________________ COMMISSION SECRETARY DATE OF APPROVAL
