HomeMy WebLinkAbout201604025min.pdf1 IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING April 25, 2016 – 1:30 P.M. In attendance were Commissioners Paul Kjellander and Eric Anderson. Commissioner Kristine Raper was absent and excused. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, April 12, 2016. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: Regarding item 2 on the Consent Agenda, Idaho Power’s PCA Application, Mr. Karpen requested that it be moved to MATTERS IN PROGRESS, changing it to item 9. There was no objection and the item was moved. 3. Carolee Hall's April 15, 2016 Decision Memorandum re: ATC Communication Tariff Advice Filing to Revise its Local Tariff I.P.U.C No. 3. Seeking Commission Approval to: 1) Update ITSAP Rates to Reflect Current State/Federal Guidelines; 2) Increase Rates for Measured Service to Comport with FCC Mandated Floor; 3) Correct Repair Time Definitions to Comport with Commission's Telephone Customer Relations Rules and 4) Replace Exchange Area Maps with those that Match the FCC Data in DA-12-1777. 4. Grace Seaman's April 15, 2016 Decision Memorandum re: Application to Amend Certificate of Matrix Telecom, Inc. and to Transfer Customers and Cancellation of Certificate of TNCI Operating Company, LLC, Case Nos. MAT-T-07-01 and TOC-T-13- 01. 5. Grace Seaman's April 15, 2016 Decision Memorandum re: Qwest Corporation dba CenturyLink QC's Application for Approval of Type 2 Wireless Interconnection Agreement with Commio, LLC, Case No. QWE-T-16-04. 6. Michael Morrison's April 18, 2016 Decision Memorandum re: Avista Corporation's Application to Update Its Electric Line Extension Schedule 51, Tariff Advice No. 16-01. 7. Terri Carlock's April 22, 2016 Decision Memorandum re: Idaho Power Company's Request to Issue and Sell Up to $500 Million in First Mortgage Bonds and Debt Securities, Case No. IPC-E-16-05. Regarding the remaining items 3 through 7 on the Consent Agenda, there was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations. A vote was taken on the motion and it carried unanimously. 2 The next order of business was MATTERS IN PROGRESS: 8. Daphne Huang's April 22, 2016 Decision Memorandum re: Idaho Power's Application for Authority to Transfer Title of Mobile Manor Mobile Home Park Meter Pedestals, Case No. IPC-E-16-07. Ms. Huang reviewed her Decision Memo. Commissioner Kjellander stated that the Commission has a long history of liberally allowing intervention and he didn’t see any reason to change that course. He said all the players are well versed in the process and if something emerges down the road that they feel creates an issue they can bring it to the Commission and it can be dealt with at that time. He made a motion to grant the intervention of the Industrial Customers of Idaho Power (ICIP) and move forward with the case. A vote was taken on the motion and it carried unanimously. Ms. Huang asked how the Commission would like to address the production request submitted by ICIP. Commissioner Kjellander replied that there wasn’t anything to weigh in on at this time and the parties could continue to hammer it out. Ms. Huang noted there were no deadlines set regarding the production requests and she asked if the parties should work that out among themselves. Commissioner Kjellander confirmed that was correct and he asked if a formal motion was needed. Ms. Huang replied that if the parties have a disagreement about when the responses are due they can bring it before the Commission, but for now, the matter can proceed as it stands. 9. Brandon Karpen's April 20, 2016 Decision Memorandum re: Idaho Power's PCA Application, Case No. IPC-E-16-08. Mr. Karpen stated that he asked to move this matter to MATTERS IN PROGRESS in order to make a change in the Decision Memo that sets out deadline recommendations. He said specifically on page 2 of the memo, where it sets out a May 20, 2016 comment deadline, the Company had requested that the deadline be changed to May 19, 2016. He explained that by making the comments due one day earlier, Idaho Power will have an extra day to file reply comments. There was no discussion and Commissioner Kjellander made a motion to adjust the comment deadline from May 20 to May 19, 2016, leaving all the other dates as they are and approving Staff’s recommendations. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 10. Deliberation re: Application to Update and Revise Curtailment Plan, Case No. PAC-E- 15-10. [Brandon Karpen, Attorney] 11. Deliberation re: Eric Conrad's Complaint Against Intermountain Gas Company, Case No. INT-G-16-01. [Don Howell, Attorney] 12. Deliberation re: Rocky Mountain Power's Application to Modify Electric Service Schedule 135 - Net Metering Service, Case No. PAC-E-16-07.
