In attendance were Commissioners Paul Kjellander, Kristine Raper and Eric Anderson. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, December 21, 2015. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Brandon Karpen's December 31, 2015 Decision Memorandum re: Rocky Mountain Power's Application to Approve a Proposed Asset Purchase Agreement Between Rocky Mountain Power and the City of Idaho Falls, Idaho, Case No. PAC-E-15-15. 3. Grace Seaman's December 30, 2015 Decision Memorandum re: Citizens Telecommunications Company of Idaho dba Frontier Communications of Idaho's 2014 Broadband Equipment Tax Credit Application, Case No. CTC-T-15-02. 4. Grace Seaman's December 31, 2015 Decision Memorandum re: Columbine Telephone Company, Inc. dba Silver Star Communications' New Tariff No. 3 to Replace Tariff No. 2 and Withdrawal of Silver Star Telephone Company's Tariff No. 5, Case Nos. COL-T-15-01 and SIL-T-15-01. 5. Grace Seaman's December 30, 2015 Decision Memorandum re: Frontier Communications Northwest Inc.'s 2014 Broadband Equipment Tax Credit Application, Case No. VZN-T-15-02. 6. Grace Seaman's December 31, 2015 Decision Memorandum re: Revision to the Idaho Rural Exchange Carriers (IREC) Access Service Tariff No. 3 to Remove Silver Star Telephone Company, Inc., Case Nos. SIL-T-15-01 and COL-T-15-01. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations regarding items 2 through 6 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. 2 The final order of business was FULLY SUBMITTED MATTERS: 7. Deliberation re: Rocky Mountain Power's Application for Authority to Cancel Electric Service Schedule No. 71 Energy Exchange Program, Case No. PAC-E-15-14. [Daphne Huang, Attorney] Commissioner Kjellander stated that item 7 would be deliberated privately. Commissioner Kjellander then introduced Commissioner Eric Anderson and welcomed him to the Commission.
