written.
The second order of business was approval of the CONSENT AGENDA:
2. Don Howell's December 18, 2015 Decision Memorandum re: First Amended Settlement
Stipulation and Joint Motion to Approve Stipulation for Dismissal with Prejudice, Case

Power's Application to Approve the Transfer and Sale of Certain Assets to the U.S.

Ms. Huang reviewed the motion. She stated that the parties are all in agreement with the
extension request as long as they can complete the matter by February 25th. She stated that the
February 2nd reply deadline should accommodate that goal.
Commissioner Raper asked if Idaho Power, in agreeing to the extension, spoke for itself as well
as its contracting partner, the FBI. Ms. Huang replied that although she had not heard from the
FBI directly, she was part of an email chain and it was her understanding that Ms. Nordstrom,
legal counsel for Idaho Power, was going to contact the FBI.
There was no further discussion and Commissioner Kjellander made a motion to grant the
request to extend the comment period with the intent that the matter be completed by February
25th. A vote was taken on the motion and it carried unanimously.
