IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
November 16, 2015 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander, Marsha Smith and Kristine Raper.
Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, November 2, 2015. The Commission voted unanimously to approve the minutes as
written.
The second order of business was approval of the CONSENT AGENDA:
2. Brandon Karpen's November 13, 2015 Decision Memorandum re: Avista's Application
to Resume Its Natural Gas Efficiency Programs, Case No. AVU-G-15-03.
There was no discussion and Commissioner Kjellander made a motion to approve Staff’s
recommendations for item 2 on the Consent Agenda. A vote was taken on the motion and it
carried unanimously.
The next order of business was MATTERS IN PROGRESS:
3. Grace Seaman's November 5, 2015 Decision Memorandum re: Proposal by Hamilton
Telephone Company dba Hamilton Telecommunications to Extend the Telephone Relay
Service Contract for One-Year, Case No. GNR-T-10-05.
Ms. Seaman reviewed her Decision Memo. There was no discussion. Commissioner Smith
noted that Hamilton has been a very efficient and outstanding provider of this service for many
years and it would be a good idea to extend the contract. She then made a motion to extend the
contract. A vote was taken on the motion and it carried unanimously.
The final order of business was RULEMAKING:
4. Don Howell's November 12, 2015 Decision Memorandum re: Updating the Commission's
Railroad Safety and Accident Reporting Rules, IDAPA Docket No. 31-7103-1501.
There was no discussion and Commissioner Smith made a motion to adopt the proposed rule as
its pending rule and publish its Notice of Pending Rule in the January 6, 2016 edition of the
Administrative Bulletin and submit the pending rule for legislative review in 2016. A vote was
taken on the motion and it carried unanimously.

5. Don Howell's November 12, 2015 Decision Memorandum re: Updating the Commission's
Utility Safety and Accident Reporting Rules, IDAPA Docket No. 31-1101-1501.
There was no discussion and Commissioner Smith made a motion to adopt the proposed rule as
its pending rule and publish its Notice of Pending Rule in the January 6, 2016 edition of the
Administrative Bulletin and submit the pending rule for legislative review in 2016. A vote was
taken on the motion and it carried unanimously.
There was no further business before the Commission and Commissioner Kjellander adjourned
the meeting.
