HomeMy WebLinkAbout20151026min.pdf1 IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING October 26, 2015 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Marsha Smith and Kristine Raper. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, October 19, 2015. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Karl Klein's October 23, 2015 Decision Memorandum re: Intermountain Gas -- Application for Accounting Order, Case No. INT-G-15-03. 3. Stacey Donohue's October 23, 2015 Decision Memorandum re: Idaho Power Tariff Advice No. 15-12; Revision to Schedule 95 (95-1), Addition of City of Eden; Revision to Schedule 95 (95-2), City of Pocatello. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 and 3 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 4. Don Howell/Kathy Stockton's October 21, 2015 Decision Memorandum re: Idaho Power's Request to Sell a Parcel of Land to ACHD. Mr. Howell reviewed his Decision Memo. There was no discussion. Commissioner Smith made a motion to agree that the transfer of the property is in the public interest and will not cause rates to increase, to instruct Staff counsel to send a letter to the Company confirming that Idaho Code § 61-328 does not require a hearing in this matter, and to include in the letter that the Company is required to file final accounting entries with the Commission when the transaction and construction have been completed. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 5. Deliberation re: Idaho Power's Application to Approve or Reject Its Energy Sales Agreement with North Gooding Main Hydro, LLC, Case No. IPC-E-15-24. [Daphne Huang, Attorney] 2 6. Deliberation re: Neustar's 208 Area Code Relief Plan, Case No. GNR-T-15-06. [Brandon Karpen, Attorney] 7. Deliberation re: PacifiCorp's Application to Approve a Power Purchase Agreement with Consolidated Irrigation Company, Case No. PAC-E-15-11. [Daphne Huang, Attorney] Commissioner Kjellander stated that items 5 through 7 would be deliberated privately.
