IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

September 28, 2015 – 1:30 P.M.

In attendance were Commissioners Paul Kjellander, Marsha Smith and Kristine Raper.
Commissioner Kjellander called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, September 21, 2015. The Commission voted unanimously to approve the minutes
as written.

The second order of business was approval of the CONSENT AGENDA:

2. Daphne Huang's September 23, 2015 Decision Memorandum re: PacifiCorp's
Application for Approval of a Power Purchase Agreement with Consolidated Irrigation
Company, Case No. PAC-E-15-11.

3. Mark Rogers's September 24, 2015 Decision Memorandum re: Idaho Power's Tariff
Advice No. 15-10, Modification to Schedule 5 - Residential Service Time-of-Day Pilot Plan.
There was no discussion and Commissioner Kjellander made a motion to approve Staff’s
recommendations for items 2 and 3 on the Consent Agenda. A vote was taken on the motion and
it carried unanimously.

4. Deliberation re: Petitions to Modify Terms and Conditions of Prospective PURPA
Energy Sales Agreements -- Clearwater Paper/Simplot Company's Petition for
Reconsideration, Case Nos. IPC-E-15-01, PAC-E-15-03, AVU-E-15-01. [Daphne Huang and
Don Howell, Attorneys]

5. Deliberation re: Idaho Power's Application for Approval of Long-Term Maintenance
Program Contract with Siemens Energy, Sale of Spare Parts Inventory to Siemens Energy,
and Deferral of Associated Costs, Case No. IPC-E-15-17. [Karl Klein, Attorney]

6. Deliberation re: Intermountain Gas Company -- 2015 PGA Filing, Case No. INT-G-15-
02. [Karl Klein, Attorney]

7. Deliberation re: Avista Corporation's Authority to Amend Its Annual Power Cost
Adjustment (PCA) Rates, AVU-E-15-07. [Brandon Karpen, Attorney]
Commissioner Kjellander stated that items 4 through 7 would be deliberated privately.

There was no further business before the Commission and Commissioner Kjellander adjourned
the meeting.
