IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

August 17, 2015 – 1:30 P.M.

In attendance were Commissioners Marsha Smith and Kristine Raper. Commissioner Kjellander
was absent and excused. Commissioner Raper called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, August 3, 2015. The Commission voted unanimously to approve the minutes as
written.

The next order of business was approval of the CONSENT AGENDA:

2. Daphne Huang's August 5, 2015 Decision Memorandum re: Idaho Power's Application
to Approve Second Amendment to Its Power Purchase Agreement with AgPower Jerome,
LLC, Case No. IPC-E-15-21.

3. Daphne Huang's August 5, 2015 Decision Memorandum re: Idaho Power's Application
to Approve Third Amendment to Its Power Purchase Agreement with AgPower DCD,
LLC, Case No. IPC-E-15-22.

4. Grace Seaman's August 7, 2015 Decision Memorandum re: Application for Approval of
the Traffic Exchange Agreement by CenturyTel of Idaho dba Centurylink and Centurytel
of the Gem State, Inc. dba Centurylink with Level 3 Communications, L.L.C., Case Nos.
CEN-T-15-03 AND CGS-T-15-03.

5. Grace Seaman's August 13, 2015 Decision Memorandum re: Custer Telephone
Broadband Services LLC's 2014 Broadband Equipment Tax Credit Application, Case No.
CTB-T-15-01.
There was no discussion and Commissioner Raper made a motion to approve Staff’s
recommendations for items 2 through 5 on the Consent Agenda. A vote was taken on the motion
and it carried unanimously.
The final order of business was FULLY SUBMITTED MATTERS:

6. Daphne Huang's August 13, 2015 Decision Memorandum re: Farmers Mutual Telecom,
Inc.'s Application for a CPCN, Case No. FMU-T-15-01. [Daphne Huang, Attorney]
Commissioner Raper stated that item 6 would be deliberated privately.

There was no further business before the Commission and Commissioner Raper adjourned the
meeting.
