HomeMy WebLinkAbout20150727min.pdf1 IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING July 27, 2015 – 1:30 P.M. In attendance were Commissioners Paul Kjellander and Kristine Raper. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, July 20, 2015. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Brandon Karpen's July 24, 2015 Decision Memorandum re: 208 Area Code Relief Plan, Case No. GNR-T-15-06. 3. Carolee Hall's July 22, 2015 Decision Memorandum re: Application for Approval to Amend an Interconnection Agreement Between CenturyLink QC ("CenturyLink") and Level 3 Communications, LLC ("Level 3"), Case No. QWE-T-02-08. 4. Jolene Bossard's July 22, 2015 Decision Memorandum re: Idaho Power Company Tariff Advice No. 15-08 - Revisions to Schedule No. 95, City of Aberdeen, Idaho. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 4 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was RULEMAKING: 5. Don Howell's July 16, 2015 Decision Memorandum re: Updating the Commission's Safety and Accident Reporting Rules, Docket No. 31-1101-1501. Mr. Howell reviewed his Decision Memo. Commissioner Kjellander asked if most parties have already had a chance to comment through the federal process. Mr. Howell replied that was correct. He noted that the CFRs are updated each October and that is why he is recommending the 2014 edition. Commissioner Raper made a motion to update the rules by adoption of the 2014 edition of the pipeline safety CFRs and the 2015 editions of the IFGC and IMC and forward the proposed changes to the Administrative Rules Coordinator for publication in the next Administrative Bulletin. A vote was taken on the motion and it carried unanimously. 2 The final order of business was FULLY SUBMITTED MATTERS: 6. Deliberation re: Washington & Idaho Railway, Proposed Consent Agreement, Case No. WAI-R-15-01. [Brandon Karpen, Attorney] 7. Deliberation re: Avista and Clearwater Paper's Petition to Amend their Electric Service Agreement, Case No. AVU-E-15-06. [Don Howell, Attorney] 8. Deliberation re: Application of Falls Water Co., Inc. to Amend Its Certificate of Public Convenience and Necessity, Case No. FLS-W-15-01. [Neil Price, Attorney] 9. Deliberation re: Application of Murray Water Works for Cancellation of Its Certificate of Public Convenience and Necessity, Case No. MUR-W-14-01. [Neil Price, Attorney] Commissioner Kjellander stated that items 6 through 9 would be deliberated privately.
