IDAHO PUBLIC UTILITIES COMMISSION
MINUTES OF DECISION MEETING
May 18, 2015 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander, Mack Redford and Kristine Raper.
Commissioner Kjellander called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, May 11, 2015. The Commission voted unanimously to approve the minutes as
written.
The second order of business was approval of the CONSENT AGENDA:
2. Matt Elam's May 12, 2015 Decision Memorandum re: Idaho Power's New Schedule No.
82 Compliance Filing with Order No. 33292 Regarding Its Flex Peak Program, Case No.
IPC-E-15-03.
There was no discussion and Commissioner Kjellander made a motion to approve Staff’s
recommendations for item 2 on the Consent Agenda. A vote was taken on the motion and it
carried unanimously.
The next order of business was MATTERS IN PROGRESS:
3. Brandon Karpen's May 15, 2015 Decision Memorandum re: Washington & Idaho
Railway Failure to File Annual Revenue Reports and Pay Annual Fees, Case No. WRI-R-
15-01.
Mr. Karpen reviewed his Decision Memo. Commissioner Redford asked what the next step is
and Mr. Karpen explained the Commission’s options under Idaho Code § 61-1005, which
include issuing a show cause order and pursuing fees within the court system. Commissioner
Kjellander asked if the railroad is still operating and Mr. Karpen confirmed that it is. There was
no further discussion and Commissioner Kjellander made a motion for the Commission to issue
an order to show cause why the Commission should not enforce the two statutes and order
Washington & Idaho Railway to comply. A vote was taken on the motion and it carried
unanimously.
The final order of business was FULLY SUBMITTED MATTERS:
4. Deliberation re: Idaho Power's Application to Implement Fixed Cost Adjustment Rates
Effective June 1, 2015 through May 31, 2016, Case No. IPC-E-15-05. [Karl Klein, Attorney]
5. Deliberation re: Intermountain Gas Company's 2015 Integrated Resource Plan, Case No.
INT-G-15-01. [Karl Klein, Attorney]

6. Deliberation re: Rocky Mountain Power's Application for Approval of a Transaction to
Close Deer Creek Mine and for a Deferred Accounting Order, Case No. PAC-E-14-10.
[Neil Price, Attorney]
Commissioner Kjellander stated that items 4, 5 and 6 would be deliberated privately.
There was no further business before the Commission and Commissioner Kjellander adjourned
the meeting.
