IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

November 10, 2014 – 1:30 P.M.

In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith.
Commissioner Kjellander called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, November 3, 2014. The Commission voted unanimously to approve the minutes as
written.

The next order of business was approval of the CONSENT AGENDA:
2. Grace Seaman's November 6, 2014 Decision Memorandum re: Potlatch Telephone
Company's Advice Letter 14-02 to Revise the Construction Charges Section of the Tariff.

3. Grace Seaman's November 6, 2014 Decision Memorandum re: Unity Telecom, LLC's
Request to Cancel Certificate No. 372, Case No. GNR-T-99-07.

4. Karl Klein's November 5, 2014 Decision Memorandum re: Intermountain Gas
Company's Application to Increase Its Depreciation and Amortization Rates, Case No.
INT-G-14-02.

5. Kristine Sasser's November 7, 2014 Decision Memorandum re: Idaho Power's
Application for Approval of Firm Energy Sales Agreement Amendments, Case No. IPC-E-
14-37.
There was no discussion and Commissioner Kjellander made a motion to approve Staff’s
recommendations for items 2 through 5 on the Consent Agenda. A vote was taken on the motion
and it carried unanimously.
The final order of business was FULLY SUBMITTED MATTERS:
6. Deliberation re: Application of Mobilitie, LLC for Registration as a Wholesale
Telecommunications Provider in Idaho, Case No. MOB-T-14-01. [Daphne Huang,
Attorney]

7. Deliberation re: Idaho Power's Request for a Determination Regarding an Energy Sales
Agreement with Boise City Solar, Case No. IPC-E-14-20. [Kristine Sasser, Attorney]

8. Deliberation re: Idaho Power's Request for a Determination Regarding an Energy Sales
Agreement with Grand View PV Solar Two, Case No. IPC-E-14-19. [Kristine Sasser,
Attorney]
Commissioner Kjellander stated that items 6 through 8 would be deliberated privately.
There was no further business before the Commission and Commissioner Kjellander adjourned
the meeting.
