IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

August 11, 2014 – 1:30 P.M.

In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith.
Commissioner Kjellander called the meeting to order.

The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING
on Monday, August 4, 2014. The Commission voted unanimously to approve the minutes as
written.

The next order of business was approval of the CONSENT AGENDA:

2. Grace Seaman's August 8, 2014 Decision Memorandum re: Application for Approval of
an Interconnection Agreement by CenturyTel of the Gem State, Inc. dba CenturyLink and
CenturyTel of Idaho, Inc. dba CenturyLink with New Horizon Communications Corp.,
Case Nos. CEN-T-14-03 and CGS-T-14-03.

3. Karl Klein's August 6, 2014 Decision Memorandum re: Avista Corporation's Annual
Power Cost Adjustment (PCA) Application, Case No. AVU-E-14-06.

4. Kristine Sasser's August 6, 2014 Decision Memorandum re: Idaho Power's Request for a
Determination Regarding an Energy Sales Agreement with Boise City Solar, Case No. IPC-
E-14-20.

5. Kristine Sasser's August 5, 2014 Decision Memorandum re: Idaho Power's Request for a
Determination Regarding an Energy Sales Agreement with Grand View PV Solar Two,
Case No. IPC-E-14-19.
There was no discussion and Commissioner Kjellander made a motion to approve Staff’s
recommendations for items 2 through 5 on the Consent Agenda. A vote was taken on the motion
and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
6. Neil Price's August 7, 2014 Decision Memorandum re: Idaho Power's Application for a
Determination of 2013 Demand Side Management (DSM) Expenses as Prudently Incurred,
Case No. IPC-E-14-04.
Commissioner Smith made a motion to grant Idaho Power’s Motion for Extension of Time in
which to file its reply comments until September 9, 2014. A vote was taken on the motion and it
carried unanimously.

The final order of business was FULLY SUBMITTED MATTERS:
7. Deliberation re: Idaho Power's Application for Approval or Rejection of a PPA with
Eightmile Hydro, Case No. IPC-E-14-12. [Kristine Sasser, Attorney]
Commissioner Kjellander stated that item 7 would be deliberated privately.
There was no further business before the Commission and Commissioner Kjellander adjourned
the meeting.
