HomeMy WebLinkAboutRATE SCH CLS LIST.pdfList of Rate Schedule Classifications The Rules and Regulations Governing Customer Relations of Gas, Electric and Water Public Utilities under the Jurisdiction of the Idaho Public Utilities Commission (Utility Customer Relations Rules) require that the Commission maintain a list of rate schedule classifications.1 A rule may apply to all customers of a utility, a specific customer class, or two or more classes together. To the extent possible, this list identifies the customer class to which each utility’s relevant rate schedules belong. A rate schedule may be available exclusively to customers in a particular class. For example, Idaho Power’s Schedule 1 applies only to residential customers. In contrast, a rate schedule may not be restricted to a particular type of end use and so does not fall under a single customer classification. Schedules that apply to both residential and small commercial customers have been labeled as such. For these schedules, the utility must make a distinction between residential and non- residential end use by the customer when applying a class-specific rule.2 Schedules applicable to both small and large commercial customers have been classified as “small commercial”. Schedules applicable to industrial, irrigation and the largest commercial customers are listed under “industrial, large commercial and irrigation”. Schedules with broad applicability have been grouped together under the heading “multiple classes”; the end use by the customer governs how the customer’s service should be classified for purposes of applying a rule. Rate schedules that apply to street lighting, security lighting, traffic control, or signal systems are grouped together under the heading “Lighting”. Lighting is not specifically identified as a stand- alone customer class in the Utility Customer Relations Rules. Billing under these rate schedules is often done in conjunction with service provided under another rate schedule. For example, a residential customer may also have security lighting as an ancillary service. For lighting schedules, the primary end use by the customer governs how each schedule should be classified for purposes of applying a rule. 1 See Rule Nos. 100.04 and 600.03 of the Utility Customer Relations Rules (IDAPA 31.21.01). There are three customer classifications specified in the rules: (1) residential; (2) small commercial; and (3) industrial, large commercial and irrigation. In general, the residential class includes customers who use utility service for domestic purposes only. The commercial class includes customers who use service for business purposes, with small commercial customers using less than their larger counterparts. The irrigation class is composed of customers who have separately-metered water pumping or water delivery systems. The industrial class includes customers with high consumption who use service for purposes of processing materials or manufacturing goods. 2 For example, Rule 306 addresses termination of natural gas or electric service during the winter and applies only to residential customers.
