The Staff of the Idaho Public Utilities Commission by and through its attorney of record, Scott Woodbury, Deputy Attorney General, hereby responds to United Water Idaho’s Second Set of Interrogatories to Commission Staff/Mr. Robert E. Smith dated March 20, 1998.
INTERROGATORY NO. 36: On page 19 of your testimony, you state that you consulted the NADA Used Car Buyers Guide. Please explain and demonstrate how you considered the condition of the vehicle in the determination of the retained value. Please provide support showing that the NADA is representative of prices actually paid by used car wholesalers.
RESPONSE TO INTERROGATORY NO. 36: Staff did not make any adjustment to the values published in the N.A.D.A. guide. The publisher’s note on the inside front cover of the publication states: “The vehicle values in the NADA Official Used Car Guide® are developed by N.A.D.A.’s editors, based upon many sources of information including reports of actual transactions throughout each area for which the guide is published.” “The values in this guide assume a vehicle is clean. Appropriate deductions should be made for reconditioning costs incurred to put the vehicle in salable condition. An exceptionally clean vehicle or one which has been dealer reconditioned and bears a warranty or guarantee should bring a premium price.” The N.A.D.A. guide is a generally accepted authoritative source utilized by most lending institutions and vehicle dealers in the Boise area.
