REQUEST NO.16:
How many water storage reservoirs and booster stations were originally planned in the
drinking water system master plan for the Harris Ranch subdivision?Were any planned
storage reservoirs elevated (yes/no)?Please explain and provide a map that
distinguishes between planned and existing storage reservoirs and booster stations for
the Harris Ranch subdivision.
RESPONSE NO.16:
There was only one reservoir and one booster station planned for the Harris Ranch
Subdivision.These facilities were both constructed in 2001-2002.The Harris Ranch
reservoir is elevated above the Harris Ranch service area.It is located on a ridge above
the service area.No map is provided to compare planned vs.actual facilities since the
planned facilities described above were actually constructed.

Absent a looped interconnection to serve Brian Water (i.e.,as proposed),was additional
reservoir storage planned for the Harris Ranch area?If not,why not?If so,who would
have paid for the storage facility?
RESPONSE NO.17:
No.The Harris Ranch Reservoir and Booster Station have sufficient capacity to serve
the area proposed for Harris Ranch development at that time.As developments are
proposed for lands above the Harris Ranch Reservoir service area elevations additional
facilities will be required and funded in accordance with IPUC approved Special Facility
Agreements with developers.

REQUEST NO.18:
Was a transmission line extension installed across the East Park Center Bridge to feed
the Harris Ranch Subdivision and other developments on the east and northern side of
the Barber Service Level?If so,please explain.If not,why not?
RESPONSE NO.18:
Yes.The water main was not installed across the bridge,but was bored under the river
on the downstream side of the bridge.The area served by this crossing is part of the
Barber Service Level,not served from the Harris Ranch reservoir.This main was
constructed to serve new development on the north side of the river.As development
south of East Warm Springs Avenue continues,we anticipate it will connect with the
transmission main in Ekert Road that currently supplies the easterly Harris Ranch area
and the Harris Ranch Booster Station.

Are separate irrigation systems installed to serve the Harris Ranch subdivision or any of
the other residential developments in the area?Please explain.
RESPONSE NO.19:
Please see attached map.
Harris Ranch Subdivisions Phases 1-11,Dallas Harris Estates Subdivisions Phases 1-13,
Antelope Springs Subdivision,Timberside Subdivisions Phases 1-2 and Mill District
Square Subdivision all have separate irrigation systems.
Riverheights Subdivisions Phases 1-6,Triplett Subdivision Phases 1-2,East Valley
Subdivision,Barberton Subdivision Phases 1-2 and The Golden Dawn Estates do not
have separate irrigation systems because surface water irrigation rights are not
available on these properties.
Per Idaho Code 31-3805 and by Boise City Ordinance No.5638,Amended 06/27/95,the
City of Boise required the developer of new subdivisions of residential development
within the incorporated Boise City limits and Boise City impact area,to provide for
pressure irrigation facilities separate from the potable water system where surface
irrigation rights are available.

Please provide a map of the expected route for the Warm Springs line extension and
the proposed looped interconnection route.
RESPONSE NO.20:
A map is attached which depicts United Water’s existing main line in East Warm Springs
Avenue,the proposed “River Route”main line to serve the BSWUA customers,and the
eventual interconnecting “1,31O feet of main line in East Warm Springs Avenue which
would connect the two completing the loop.
