PROPOSED CHANGES TO QWEST'S PERFORMANCE ASSURANCE PLAN
On June 26, 2007, Qwest filed a Notice of Stipulation regarding certain perfonnance
indicator definitions (PIDs) and Qwest's Performance Assurance Plan (QPAP) provisions. The notice
also includes a motion by Qwest, on its own behalf and by other telecommunications companies, for
approval of the proposed changes to the QPAP. The Stipulation results from work sessions between
Qwest, Eschelon Telecom, Inc., DIECA Communications, Inc. dba Covad Communications Company,
and McLeodUSA Telecommunications Services, Inc. The agreements for changes to the perfonnance
indicator definitions and the QPAP were reached in meetings held between May 23 2006 and May 17
2007. Qwest's notice identifies 11 changes that are applicable to the Idaho QPAP and perfonnance
indicator definitions.
Qwest requests that the Commission accept the 2007 Stipulation describing the proposed
changes and apply the changes to any interconnection agreements containing the Perfonnance
Assurance Plan, and also to allow the PID changes to go into effect no later than 60 days in accordance
with 47 U.c. ~ 252(f)(3). Staff recommends that the Commission process Qwest's motion by
Modified Procedure, and issue a notice identifying the 11 changes to enable interested parties to
provide written comments.
COMMISSION DECISION
Should the Notice of Stipulation and Motion for Approval of proposed changes to Qwest's
Perfonnance Assurance Plan be processed by Modified Procedure?
