United Water Idaho reads water meters and bils for water serice bi-monthly. Water bils are due twenty days after the bil date. If the bil is not paid thirt-five days after the bil date, the first notice is mailed. The notice is pink, mailed from the local.offce and. due in ten days. If the customer does not payor make arangements to pay after receiving this reminder notice, the second notice, a shutoff notice, is mailed. This notice is orange, mailed from the local offce, and is sent seven days before the actual shutoff date. If the customer does not payor make arangements to pay after receiving this shutoff notice, two days before the account is scheduled for disconnection, the customer is called to remind them of the scheduled disconnect. If the customer is reached successfully, the customer is encouraged to pay the bil or make arangements to pay. If the call is not successful, the account is scheduled for disconnection on the day printed on the shutoff notice. The morning of the disconnection date, all. accounts scheduled for disconnection for that day are checked one more time to enure that only accounts unpaid and without arangements are disconnected. Payments from the night deposit box are checked against the disconnection list, and after ensurng only eligible accounts remain, the Field Service workers are given the disconnection orders. Prior to turng the meter off, the Field Service worker attempts to make contact with the customer to give an opportty to pay the bill then or to contact the office. If no one is home, or the customer refuses to payor make arangements, the water is tued off, the disconnect notice is left on the door or with the customer, and the Field Service worker returns the completed disconnection list to the offce at the end of the day along with any payments collected. .' United Water Idaho is currently piloting an outbound callng system from Televox. This system uses automated callng technology to make the customer calls prior to disconnection. The system has a prerecorded message for each customer and allows the customer to make a payment through Western Union or contact the Company for payment arangements. Wyatt REQUEST NO. 47: Please explain the Company's meter reading procedure and schedule for all customer rate schedules, residential, multi-residential and commercial customers. Are all meters read monthly? RESPONSE NO. 47: United Water Idaho reads water meters and bils for service on a bi-monthly basis (ever two months). The service terrtory is divided into logical meter reading routes based on location and geography. All. accounts within the route are read regardless of rate schedule or revenue class. Each routë is placed in one of two reading cycles and read approximately the same time every two months. Thus, we read and bil about half of our customers each month and the other half the following month. The vast majority of water meters are located in outside pits/vaults and are read manually. Readings are entered into a handheld data collector using Itron meter reading softare. The softare has capabilities to ensure the Meter Reader is reading the appropriate meter assigned to the service, and also has high and low consumption checks to verify readings. The Company has installed some touch read devices on accounts that have constant obstrctions or on accounts that may present safety concerns. The touch read pad is mounted outside the building, and a reading device is used to display the reading. Then the reading is keyed into the data collector. There are fewer than 3,00 ofthose in the system. The Company also has approximately 2,000 mobile radio read meters. These were installed in high traffc or securty area, and in places that were difficult to read. A radio read meter has a unque register that tranmits a radio signaL. An antenna is mounted on the top of a vehicle, and by drving through the area, the company is able to obtain the meter readings. United Water Idaho is currently piloting a fixed radio reading network. The Company selected two vendors for the pilot and has installed the transmitting devices on two hundred meters, including both residential and commercial accounts. The pilot began in late 2008 and wil continue through 2010. UNITED WATER IDAHO INC. RESPONSE NO. 48: Each day's meter readings are uploaded into the biling system and reviewed the day after reading. After the editing is complete, the routes are biled in an overnight process. If an account is estimated for one period, when the meter is read the following period, the consumption calculated from the estimated read to the actual read is reviewed. If the consumption is reasonable compared to account history, the bil is calculated. If the consumption is too high or too low, the estimated bil is cancelled and re-biled to a better estimate and then the new period's bil is calculated from the new estimated reading. RESPONSENO. 53: The reconnection charge is a fee that applies to accounts where water has been tued off for either non-payment or retured items such as a bad check. If service is restored durng normal business honrs, the reconnection fee is $20.00. If the customer requests reconnection after normal business hour, the fee is $30.00. The field. collection trp charge is applicable to all customers who pay outstanding bils for servce at the time that Company personnel arve at the customer's premises to terminate service. The field collection trp charge is.$15.00. The serce connection charge of $25.00 applies to all customers who request servce after regular offce hours, weekends or holidays. The temporar disconnection charge applies to all customers who request the Company shut off the water at thê meter for repairs to customer's plumbing. Thefee is $15.00 durng normal business hours and $25.00 after-hours.
