United Water Idaho does not use a preprinted form to notify customers of a transfer of amounts.
Generally, customers who move from one address to another pay the closing bil in full. ira
closing bil remains unpaid and is not transfered within the 60-day time limit, the customer is
contacted by phone. The customer can either pay the outstanding balance or we let them know
we can transfer the balance to their new account. If the Company needed to write to the
customer to notify them of a transfer, a letter would be composed specific to the situation.

The three notices are attached.
United Water Idaho reads water meters and bils for water serice bi-monthly. Water bils are
due twenty days after the bil date. If the bil is not paid thirt-five days after the bil date, the
first notice is mailed. The notice is pink, mailed from the local.offce and. due in ten days. If the
customer does not payor make arangements to pay after receiving this reminder notice, the
second notice, a shutoff notice, is mailed. This notice is orange, mailed from the local offce,
and is sent seven days before the actual shutoff date. If the customer does not payor make
arangements to pay after receiving this shutoff notice, two days before the account is scheduled
for disconnection, the customer is called to remind them of the scheduled disconnect. If the
customer is reached successfully, the customer is encouraged to pay the bil or make
arangements to pay. If the call is not successful, the account is scheduled for disconnection on
the day printed on the shutoff notice. The morning of the disconnection date, all. accounts
scheduled for disconnection for that day are checked one more time to enure that only accounts
unpaid and without arangements are disconnected. Payments from the night deposit box are
checked against the disconnection list, and after ensurng only eligible accounts remain, the Field
Service workers are given the disconnection orders. Prior to turng the meter off, the Field
Service worker attempts to make contact with the customer to give an opportty to pay the bill
then or to contact the office. If no one is home, or the customer refuses to payor make
arangements, the water is tued off, the disconnect notice is left on the door or with the
customer, and the Field Service worker returns the completed disconnection list to the offce at
the end of the day along with any payments collected.

United Water Idaho is currently piloting an outbound callng system from Televox. This system
uses automated callng technology to make the customer calls prior to disconnection. The
system has a prerecorded message for each customer and allows the customer to make a payment
through Western Union or contact the Company for payment arangements.

in your payment, please do so by retu mail before the final due date printed at the top of this notice. You also are welcome to pay in
person at our offce, located at 8248 W.. Victory Road in Boise or you may place your payment in our night deposit box, which is
located in our parking area. For your convenience, we also have a payment station in the U S Ban at 10th and Idaho. Please include
the tear-off portion of this notice with your payment. For a minimal fee, credit card payments and check-by-phone payments are now
accepted. Call customer service at (208) 362-1304.
We wil make every effort to work with you to set up payment arrangements if you are unable to pay the full amount
owed. Your water service canot be terminated for any unregulated charges. However, if you have neither made payment
arrangements nor paid your water bil by tne final date printed at the top of this notice, we wil send you a notifioation of service
terination. If your water service is terminated before this bil is paid, a $20.00 reconnection fee wil be required to restore service
during regular business hours or $30.00 to restore service after regular business hour. If you make payment to one of our field service
representatives, a $15.00 trp charge wil be required in addition to the past due amount.
If disconnecting your water service would adversely affect a serious ilness or create a medical emergency for someone in
your home, you may give us a statement from your doctor confirming this and we wil postpone shutting off your water service for 30
days.
You may fie a complaint with the Idaho Public Utilties Commission by contacting their offce at 334-0369 or PO Box
83720, Boise, ID 83720-0074. Your water service wil not be terminated until the complaint has been resolved.

service will not be terminated prior to resolution of the complaint.
If the service is disconnected, a reconnect fee will be added to the unpaid balance.

RESPONSE NO. 46:
Attaclied are sample copies of brochures and other printed material regarding the Company's
Water Conservation program. An explanation on how and when these materials are provided to
customerS is detàiled by item below.
Item 1: Anual Water Conseration Guide. The Guide is distrbuted in early sumer each year
(on June 21 in 2009) as an insert in the Sunday Idaho Statesman newspaper within our service
terrtory. Thoughout the year supplies of the Guide are also made available to customers at the
Company's offices, Boise CityHall, the Boise WaterShed, and the Foothils LeamingCenter.
Additionally, supplies ofthe Guide are made available to customers at all communty events in
which the Company paricipates thoughout the year, including neighborhood association
meetings, the Idaho Green Expo, and Water Effcient Landscape (WEL' s) classes.
Item 2: Sumer Bil Insert. This insert was provided to all customers via their water bil over
two months in the spring/sumer of2008. No such insert was distrbuted in 2009. This was an
oversight in 2009 as the sumer bil insert has been, and is intended to be, a regular anual
communication piece to customers.
Item 3: Message on water bil. The bil message was provided on all customer bils durng the
May to September 2009 sumer rates period.
Item 4: Hidden Springs Conservation Materials. Both the postcard and a brochure were mailed
directly to all Hidden Springs residents durng the sumer months of2008 and 2009.
The Company does not currently provide brochures and/or printed conservation materials in
languages other than English.

Conserve water
to save money
and energy!
In the summer, the average Boise homeowner uses nearly
400 percent more water than in the winter. That's because we
all like our green lawns and landscaping. But that increase in
usage comes at a cost: higher water bils for customers, and
wasting of this precious resource.
Our water comes from the underground aquifer and the
Boise River. By conserving water, we prolong the life ofthe
supply and use less energy. It takes a lot of electricity to
pump, treat and distribute water to United Water Idaho's
nearly 250,000 customers every day.
You can take some simple actions to reduce water use and
save money:
· Check your plumbing for leaks, and fix any immediately;
· Make sure your sprinkler system is operating correctly;
· Don't over water your lawn or landscaping;
· let Mother Nature work - don't water your lawn when
it rains.

Yard wastes make up about 40 percent of all wastes hauled
to the landfil in the summer months. Grass c1ippingsi tree
trimmings and other natural landscape materials have to be
hauled away each week by large trucks on busy city streets.
Use a mulching lawn mower and compost yard wastes and
kitchen scraps at home to reduce landfill wastes. Other Earth-
friendly benefits are:
~ Compost is a valuable soil aid.
e Grass clippings left on the lawn return precious nutrients
and moisture back to the turf.
~ A mulching lawn mower saves time and money.
· Plastic bags made from petroleum products don't degrade
in a landfilL.
· Reducing wastes saves landfill space for the future.

REQUEST NO. 47:
Please explain the Company's meter reading procedure and schedule for all customer rate
schedules, residential, multi-residential and commercial customers. Are all meters read
monthly?
RESPONSE NO. 47:
United Water Idaho reads water meters and bils for service on a bi-monthly basis (ever two
months). The service terrtory is divided into logical meter reading routes based on location and
geography. All. accounts within the route are read regardless of rate schedule or revenue class.
Each routë is placed in one of two reading cycles and read approximately the same time every
two months. Thus, we read and bil about half of our customers each month and the other half
the following month.
The vast majority of water meters are located in outside pits/vaults and are read manually.
Readings are entered into a handheld data collector using Itron meter reading softare. The
softare has capabilities to ensure the Meter Reader is reading the appropriate meter assigned to
the service, and also has high and low consumption checks to verify readings.
The Company has installed some touch read devices on accounts that have constant obstrctions
or on accounts that may present safety concerns. The touch read pad is mounted outside the
building, and a reading device is used to display the reading. Then the reading is keyed into the
data collector. There are fewer than 3,00 ofthose in the system.
The Company also has approximately 2,000 mobile radio read meters. These were installed in
high traffc or securty area, and in places that were difficult to read. A radio read meter has a
unque register that tranmits a radio signaL. An antenna is mounted on the top of a vehicle, and
by drving through the area, the company is able to obtain the meter readings.
United Water Idaho is currently piloting a fixed radio reading network. The Company selected
two vendors for the pilot and has installed the transmitting devices on two hundred meters,
including both residential and commercial accounts. The pilot began in late 2008 and wil
continue through 2010.

Please explain the billng process and the calculation of commodity charges when the Company
has to bil accumulated charges due to previous estimated bilings or missed readings.
RESPONSE NO. 48:
Each day's meter readings are uploaded into the biling system and reviewed the day after
reading. After the editing is complete, the routes are biled in an overnight process.
If an account is estimated for one period, when the meter is read the following period, the
consumption calculated from the estimated read to the actual read is reviewed. If the
consumption is reasonable compared to account history, the bil is calculated. If the
consumption is too high or too low, the estimated bil is cancelled and re-biled to a better
estimate and then the new period's bil is calculated from the new estimated reading.
The Company does not accumulate charges due to estimates.

REQUEST NO. 53:
Please explain the differences in charges for a reconnection charge and the field collection
charge or the temporar disconnection at customer request charge for both normal business hours
and other than normal business hours.
RESPONSENO. 53:
The reconnection charge is a fee that applies to accounts where water has been tued off for
either non-payment or retured items such as a bad check. If service is restored durng normal
business honrs, the reconnection fee is $20.00. If the customer requests reconnection after
normal business hour, the fee is $30.00.
The field. collection trp charge is applicable to all customers who pay outstanding bils for
servce at the time that Company personnel arve at the customer's premises to terminate
service. The field collection trp charge is.$15.00.
The serce connection charge of $25.00 applies to all customers who request servce after
regular offce hours, weekends or holidays.
The temporar disconnection charge applies to all customers who request the Company shut off
the water at thê meter for repairs to customer's plumbing. Thefee is $15.00 durng normal
business hours and $25.00 after-hours.
