Provide copies of any contracts for services provided by these vendors. RESPONSE: Mellon Bank provides payment and collection services. This includes lockbox, check clearing, check imaging, and direct debit for collection services. For payment services they provide positive pay and payee in addition to image, controlled disbursement and ACH wires. A formal contract is not in place for Mellon services. United Water has agreed upon pricing with Mellon through 2008 based on volumes. US Bank is the local deposit bank used for payments and collections accepted in Boise. They also provide United Water Idaho with a payment station in downtown Boise for no fee. There is no specific contract for banking services from US Bank, as we are charged their usual bank fees for these types of transactions. Credit Data is the local bad debt collection agency United Water Idaho uses. They provide a letter service to attempt bad debt collection. If the debt is not paid with the letter service, the delinquent amount is placed on the customer's credit report. Credit Data collects and reports payments on bad debt. RESPONSE: United Water Idaho has only recently begun the process of evaluating future meter reading options. There appear to be four options: 1) Continue to read meters manually, increasing meter reading staff as necessary 2) Implement a mobile radio read system 3) Implement a fixed radio read system 4) Implement a mixed system Attached is a preliminary summary report based on the evaluation to date. United Water Idaho Future Meter Reading Options Summar May 2007 Introduction The greater Boise area is expected to grow significantly over the next ten years. United Water Idaho Engineering estimates that we can expect to experience growt levels of approximately 2,000 connections each year. United Water Idaho must continue to find the most effcient work processes. Meter reading is one area that is impacted daily by growth. Curently we have four (4) full-time meter readers who read the 82,400 meters every two months. We utilize field service people and our late person for a few hours each week to keep meter reading on schedule. Meter reading is accomplished using the Itron MVRS meter reading system to captue the reading data and upload it into the customer biling system. The vast majority of our meters are read manually. We have approximately 1,500 radio read meters installed primarly in areas that were extremely hard to read or posed a safety concern for the reader. For the radio meters, we are curently using Itron's radio product and Badger water meters. We also have approximately 2,300 touch read meters scattered though out the system. These units are installed in areas where customers have obstrcted the meters with fencing or in backyard settings that are difficult to enter. The touch read pads are typically mounted on fences. We use a handheld reader made by Neptue which has a digital readout display to read these units. The pad is touched by the handheld and the reading is displayed. The reader then enters the reading into the Itron handheld. Meter readers have a mixtue of walking and drving routes. We track reading time from daily Itron reports and assign an average read time to each route. Routes are then assigned daily based on those average read times. We expect meter readers to read an average of 500 reads or better daily. In order to continue to meet our curent and futue meter reading challenge, it is time for United Water Idaho to evaluate the varous reading options and develop a strategy to meet this future challenge. Objective United Water Idaho consistently produces over 99% of its water bils from actul meter reads. This high percentage of reads is important to the business because it provides our customers with a level of confidence in the accuracy of their bils and gives us a high level of confdence in our consumption and revenue reports. Meter reading accuracy is also very high which helps to reduce service orders, and customer complaints. Ths level of biling from actual meter reads and reading accuracy is a standard that we must maintain as we grow. Our primar objectives are to provide our customers with accurate, timely water bils. Provide the company with accurate consumption and revenué reports. And finally, our objective is to provide customer service efficiently and safely and to utilize new technology where appropriate and cost effective. Options Maintain Current System The first option reviewed is to continue to read meters using the system we have today and add personnel as needed to meet growt demands. Our meter readers average 500 meters per day and their accuracy is very high. If new readers can attain that stadard, a new reader can read 118,500 meters per year. (237 days of reading X 500 reads per day) That equates to an additional 19,750 customers per new reader. At the curent contract rate, each new reader would increase expenses by $56,500 anually in salar, benefits, vehicle costs, tools, and clothing. We are very familar with the system we use today and have refined processes over the years to maximize efficiency. Adding new accounts is an easy process in our biling system and the offce and field customer service employees work very well together. The Itron product that we use is well established, well supported, and we upgraded the handheld data captue units in April 2007 to an improved version with stronger radio read capabilty. There are also arguments against maintaining the same meter reading process. We only provide a bil every two months which makes it diffcult for customers to get a conservation signal, creates high summer bils, and doesn't permit early leak detection. The repetitive motion stress on the wrst, elbow, and shoulder joints from opening and closing meter lids day-after-day can lead to work related injures. Meter readers are subject to other work related safety concerns in walking a route. There are traffc hazds, dogs, landscaping hazds, bees, spiders and insects, and inclement weather conditions to contend with daily. Radio Read Mobile United Water Idaho has approximately 1,500 radio read meters curently in the distribution system. When we piloted the radio reads, we chose areas that were extremely inefficient to manually read and/or were safety hazds. We are using Itron's mobile radio product with Badger water meters. Most of the curent installations are read as the reader walks the route. The new handhelds installed in April 2007 have a much stronger reception. There are two reading methods to mobile radio. One is the handheld device used either as a walk-by unit or cradle mounted in a vehicle. The other method is a trck mounted mobile collector. (Although the walk-by unt is used now, it is not one of the options discussed as a futue strategy because it does not significantly change the number of new staf needed and except for the cost of the collector or cradle, the cost is nearly the same as a mobile system.) The cradle mount is less expensive than the trck mounted mobile collector; however, the mobile collector (laptop) has more featues. The laptop has a GPS screen that displays all the meters it has read in the area and which meters remain to be read. The biggest benefits of the mobile radio read systems are the increase in meters read per hour and 100% accuracy rate. Both cradle mounted and the mobile collector can read almost as many meters as the driver can pass by in a day. The Itron mobile collector is rated for 24,000 reads in a single unit. The argument against the mobile radio system is that, regardless of the mounting used, the system stil requires personnel and vehicles to read the routes for biling and the systems require a large capital investment. Meters equipped with radio devices are significantly more expensive than manually read meters. Radio Read Fixed Network The fixed network radio read system is the latest innovation in meter reading technology. The water meters used in a fixed network system are very similar to mobile, except the transmitter is much stronger. A collector tower is installed in grids though out the system. The towers collect and transmit the readings via a wireless connection to the data collection point. From there the readings are stored and/or uploaded for biling. Typically the grid is planed so that each reading is received by more than one tower to ensure coverage. The systems can be programed to read as often or as seldom as required. Because we have well, booster and tan facilities distrbuted throughout the system now, finding a location for the collector towers should not be a difficult issue. As with mobile radio, the fixed network will supply 100% accuracy on all meter reads. Unlike mobile, there is no limit to the number of meters read per day or the number of reads captured from each service location per day. There is no need to send a meter reader out to any route equipped with a fixed network, plus service orders that only require a meter reading can be accomplished over the network. Other benefits of the fixed network include; same day high flow detection on the customer lines, reverse flow detection, tamper alerts, and system reports. Another local benefit of the fixed network is the ability to match daly production numbers to daily consumption numbers. We would continue to have the lag from production to biling but the uncertainty of production versus sales would be eliminated. If production meters were equipped with the same reading device, we could read production meters via the fixed network as welL. Finally, a fixed reading system would enable monthly reading and biling without adding field personneL. The major argument against a fixed network is the cost of the system. The radio equipped meters are more expensive than manualy read meters and there is the cost of the collectors, softare, and hosting fees to support the network. It is not yet determinable how much personnel time and other costs would be involved in operating the fixed network system for both meter reading and other puroses that the fixed network system enables. Summary The least cost meter reading strategy for the future is to continue to manualy read meters and bil customers every two months. Our readers are accurate and effective. We would only need to add personnel with the addition of approximately 20,000 new accounts. The down side of maintaining the status quo is we only get what we have today. With manual meter reading we do not have any of benefits described in an automated meter reading strategy. We can only provide monthly reading and biling if we double our reading staf. Automated meter reading via mobile radio requires a major capital investment with limited benefits. We would have the ability to read meters more quickly, with greater accuracy, and with fewer staff. Monthly reading could be accomplished without adding meter readers. However, mobile radio remains just a meter reading tool. There are no enhanced information features with this technology and it requires staff and trcks to accomplish the reads. Fixed network meter reading requires a major capital investment also. It will provide us with the abilty to read meters on demand, without meter reading sta. It is unclear at this time what level of personnel would be required to operate and maintain the system. The enhanced featue of fixed radio is the information provided through the reading system on more than just a once every two months basis. The information obtained on consumption patterns and customer use characteristics could be used by the company for a varety of analysis, projections, and design. SUPPLEMENTAL RESPONSE: During 2007 United Water performed a corporate-wide customer survey via telephone seeking feedback on customer satisfaction in major performance areas. In United Water Idaho the survey reached 243 residential customers. The survey was performed by Global Strategy Group who assigned a +/- 6.4% confidence rating to the Idaho response data. One of the questions in the survey asked customers to indicate their preferred interval for biling between monthly, bi-monthly and quarterly. The survey results indicated 49% preferred monthly billng, 26% bi-monthly, and 18% quarterly with 7% expressing no preference. Assuming the survey results are an accurate reflection of the opinions of all United Water Idaho's customers, almost half of United Water Idaho's customers have a preference for monthly biling. In the Application, United Water is proposing a revenue increase of $5,921,691, which represents an over- all increase in rates of 17.91 %, to be applied equally to all classes of customers. The requested increase would raise rates for a typical residential customer by about $4.90 a month, bringing the average annual residential bill from $327 to $386. The proposed increase is necessary so that United Water will have an opportunity to earn a return on its investments in water facilities which are providing service to customers. United Water has invested more than $14 million in source, treatment and distribution facilities that have not yet been allowed for recovery in the company's rates. An increase in revenue is necessary to support these investments and to maintain a sound financial position. Additionally, ongoing costs of operations have increased since United Water's last general rate case. The proposed increase in rates is subject to review and a decision by the IPUC, which may accept, modifyor reject in whole or in part the proposed increase. The new rates are reflected in this bill on a prorated basis for water service on and after August 1. + The company filed a rate increase request with the i PUC on February 10, 2006, seeking recovery on investments that it made to improve service to customers. + United Water Idaho last filed a rate case in November 2004; and in August 2005, the I PUC awarded the company an 8.08 percent increase. Currently, water meters are read and billed every two months. There are a several benefits of monthly billing, including: · Easier budgeting and easier to pay than a bi-monthly bill; · Enhanced water conservation and lower bills through the provision of more timely information on consumption, allowing customers time to make changes in water use practices during the irrigation season, thus saving money; · More frequent visits to your premises by United Water Idaho personnel, enabling quicker detection and troubleshooting of customer leaks or meter problems. + In the Application United Water Idaho is proposing a revenue increase of $1,125,905. Under the proposed Application the increase will be applied to the fixed Customer Charge portion of your bill which is not affected by how much water you use. The requested increase would raise rates for all customers by about $1.15 a month (about 4 cents a day), bringing the average annual residential customer bill from $368.61 to $382.44, or 3.75%. +The proposed increase is necessary to cover the increased costs of additional personnel, billing, and collections attributable solely to the conversion to monthly meter reading and billing.
